Senior Director, Capture

Description

ICF is seeking a dynamic and growth-oriented Senior Director of Capture and Strategic Growth to support our Digital Modernization Division. As a key member of our growth team, this highly visible role will collaborate closely with senior leaders across the organization to shape strategy, strengthen client relationships, and drive growth across the division’s most strategic accounts and opportunities.

This role is focused on aligning ICF’s capabilities with federal mission needs by understanding agency priorities, acquisition approaches, and market dynamics—and then translating that knowledge into actionable strategies that position ICF to win and deliver. The successful candidate will bring a blend of business development, client-facing program or portfolio leadership, and strategic planning experience to help bridge the gap between opportunity shaping and execution success.

While capture is the primary focus of the role, this position is ideal for someone with a broader background in client delivery, account growth, or solution strategy who is ready to lead high-impact pursuits and influence ICF’s go-to-market approach.

This position is based in the Washington, DC area and follows a hybrid work model, requiring a minimum of two days per week in ICF’s Reston, VA office.

Key Responsibilities:

Lead and drive capture strategy development across key pursuits, ensuring alignment with client needs, market trends, and ICF capabilities.

Shape winning approaches by integrating delivery insights, program constraints, and execution risks into go-to-market strategies.

Collaborate with delivery leaders and account managers to identify whitespace, expand portfolios, and capture re-competes or adjacent work.

Guide customer engagement and outreach strategies, including message development, stakeholder mapping, and relationship-building initiatives.

Lead teaming strategies, solution positioning, competitive assessments, and bid/no-bid recommendations in coordination with senior stakeholders.

Partner with proposal and pricing teams to drive compelling, price-to-win-aligned proposals.

Build coalitions across BD, technical SMEs, program leaders, and corporate teams to ensure a unified and proactive approach to capture.

Preferred Qualifications:

8+ years of experience in federal market growth functions, including roles in capture, client delivery, or portfolio leadership.

Demonstrated ability to lead and influence strategic pursuits valued at $50M+.

Familiarity with modern IT solutions, including Cloud-Native Development, PaaS, Digital Platforms, and AI/Automation.

Experience working with GSA, DHS, HHS, VA, Treasury, or other large civilian agencies.

Strong understanding of the full business development lifecycle, including pre-RFP shaping, customer engagement, and solution strategy.

Exposure to or understanding of pricing-to-win, acquisition planning, and proposal development.

Excellent communication and collaboration skills, with the ability to lead cross-functional teams and build trusted relationships with internal and external stakeholders.

Ability to obtain a Public Trust clearance.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$173,079.00 - $294,235.00
