Senior Counterintelligence Referent
ManTech seeks a motivated, career and customer-oriented **Senior** **Counterintelligence (CI) Referent** to join our team in **Chantilly, VA.** **Responsibilities include but are not limited to:** + Serving as liaison for CI support and integrating with the Customer Security staff. + Supporting mission assurance with dedicated CI services customer’s daily mission, operations, critical infrastructure, research/development and major acquisitions. + Identifying adversarial threats (internal and external), with a reach-back capability to internal teams and CI mission partners within the IC and DoD. + Providing support to Research, Development, and Acquisition programs, Supply Chain Risk Management, Defense and Critical Infrastructure Program and the Insider Threat Program. + Providing CI support to acquisition of critical componentry for space vehicle fabrication, space vehicle transport and launch, working with the Office of Space Launch and the appropriate program, and the space vehicle company to determine requirements. + Supporting customer CI analysis, collections, and inquiries, IAW existing legal statutes, Customer, IC, and DoD policies and procedures, and other applicable federal, state, and local laws. + Researching, reviewing, analyzing, and re-examining the regional threat to critical designated facilities and reporting any changes to the appropriate GTM. The Government shall determine if events warrant an on-site examination of the facilities/region. If such a determination is made, the Contractor shall travel to the designated facility/area and conduct an assessment. The assessment shall include analysis of the threat environment and the activities occurring within the general vicinity or region of a designated facility, at present or since any previous assessment, and include a written post-visit site assessment. + Fully understanding the Area of Responsibility for each Directorate program assigned to and providing briefings to senior leadership and threat reporting and awareness training that affects program personnel, technologies, adversarial tradecraft, collection methods, indicators, and anomalies. + Identifying gaps, writing/using IIRs to fill CI collection requirements, and provide recommended countermeasures. + Updating and maintaining CI support plans for satellite programs as directed by the Government, and other critical Customer assets as assigned. + Working with company and program SMEs to develop and validate Critical Program Information to determine the most significant and vital aspects of a program, and then to identify those company personnel associated with the identified elements for CI focus. **Minimum Qualifications:** + Bachelor’s degree in foreign area studies, International Relations, security studies, History, Behavioral Science, Criminal Justice, or Political Science; successful completion of a state or federal/military counterintelligence academy/formal training curriculum; and 10 years of relevant experience with DoD CI collection requirements: interviewing, elicitation, and/or debriefing skills. + Interviewing, elicitation, and/or debriefing skills per the applicable level stated in the table below. + Completion of a formal state or federal training program in counterintelligence. + Knowledge and experience in providing CI services to support research, development, and acquisition (e.g. Supply Chain Risk Management (SCRM), Committee on Foreign Investment in the United States (CFIUS), financial management functions, acquisition lifecycle, and contracting functions), as well as CI services for the protection of critical infrastructure and the associated critical national assets. + Working knowledge of cyber threats and vulnerabilities, including the applicable laws, regulations, policies, and ethics as related to cybersecurity, privacy, and impacts. + Experience applying techniques of debriefing and interviewing in a systematic manner through direct and indirect questioning to obtain information of security, counterintelligence and/or intelligence value. Experience preparing accurate and complete reports that document processes, outcomes, and findings. + Ability to travel worldwide. **Desired Qualifications** + Background and experience in CI Supply Chain Risk Management (SCRM). + Background and experience in CI support to Research Development & Acquisition (RDA). **Clearance Requirements:** + Must have a current/active TS/SCI w/Polygraph. **Physical Requirements:** + Must be able to remain in a stationary position 50% + Needs to occasionally move about inside the office to access file cabinets, office machinery, etc. + Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. + Must be able to exchange accurate information in these situations.
