Key Responsibilities:
1. Lead and develop infrastructure master plans, feasibility studies, and investment strategies
2. Conduct land-use-based demand estimation and sizing of wet utility assets, achieving >90% accuracy in preliminary designs
3. Align infrastructure programs with national and regional development goals (e.g., KSA Vision 2030, UAE Urban Planning Guidelines, NWC standards, MEWA standards)
4. Ensure spatial data accuracy and usability for decision-making and help the Team to collaborate on dashboards, analytics and real-time reporting of GIS-related infrastructure details
5. Prepare and deliver high-impact presentations and policy briefs to senior stakeholders
6. Help the team in managing end-to-end project lifecycle, from project prospect (bidding) to final delivery ensuring timelines by contributing to proposal writing, client pitches, and market intelligence gathering
7. Lead cross-functional teams of 3-to 5 members
8. Able to work independently with minimum supervision
Key Skills:
1. Ability to conceptualize and structure infrastructure programs aligned with KSA and UAE policy and planning standards
2. Knowledge of infrastructure-related policies, PPP frameworks, and regulatory environments in Middle East
3. Proficiency in analysis of spatial data in terms of interpretation for infrastructure planning
4. Experience in preparing feasibility reports, cost-benefit analysis and financial models is preferred
5. Strong interpersonal and communication skills to engage with government, private sector clients
6. Skilled in managing multi-disciplinary and multi-linguistic teams
7. Familiarity with integrating data visualization tools into infrastructure advisory workflows
8. Ability to write compelling proposals, concept notes, and technical documentation for new prospects
9. Strong qualitative and quantitative analysis skills to support evidence-based decision-making
Qualifications & Experience:
+ Bachelors/master's degree in Urban Planning, Civil Engineering, Infrastructure Management, or related fields
+ Minimum 6-10 years of experience in infrastructure planning, infrastructure advisory, consulting or public sector projects
+ Proven experience in GIS tools, infrastructure strategy, and stakeholder engagement
+ Strong analytical, communication, and project management skills
