**Job Description**
AECOM is actively seeking a highly talented Senior Consultant for immediate employment within the Natural Resources Group of the Oakland, CA office. This important role is a key contributor to successful delivery of AECOM’s most important environmental planning and permitting (EPP) projects and programs in Northern California, as well as across the broader California region. This position involves a mix of client and contract management, project delivery oversight, and technically-focused work on natural resources projects and programs. Primary technical duties include managing and contributing technically on projects involving impact assessments, mitigation planning, regulatory compliance and permitting efforts, and preparing environmental documents and management plans. The successful candidate will coordinate with resource agency staff and lead complex environmental, waters, and/or species-related permitting projects. The candidate will contribute to growth of the natural resources group through marketing pursuits including proposal preparation, interviews, and business development. Additionally, this role will support operational success of the broader CA EPP department through optimizing staff resourcing and performance of our programs and client accounts.
Responsibilities may include but are not limited to:
+ Provide contract-level leadership as a contract manager, deputy contract manager, and/or deputy client account manager, including oversight of and responsibility for contract delivery. Operate as primary point of contact for clients and resource agencies on projects/programs.
+ Manage multi-disciplinary environmental programs/projects.
+ Manage technical work such as leading a team to prepare large, complex natural resources documents. Operates as primary author or senior reviewer as appropriate.
+ Manage large-scale compliance projects and field efforts requiring adherence to permit conditions.
+ Obtain AECOM Project Management certification and perform duties such as adhering to contracts, budgeting, invoicing, reporting, and scheduling, as well as managing risk and safety.
+ Obtain AECOM Project Approver certification and perform as a portfolio delivery lead for a subset of clients. In this role, the candidate will mentor project managers to develop strong management instincts with a focus on successful delivery of key performance indicators, data quality, cash and accounts receivable, minimizing risk, and successful project execution. Candidate will also vet and approve proposal financial metrics prior to delivery and facilitate successful delivery of these metrics once contracted.
+ Focus on mentorship and supporting career development of junior staff in the practice.
+ Contribute to growth of the EPP practice through business development, including successfully leading and contributing to competitive proposals and participating in interviews.
+ Support EPP CA department leadership with operational delivery, including management of group utilization and workshare, and driving hiring with a growth-focused approach.
**Qualifications**
**Minimum Qualifications**
+ Minimum 6 years of experience and Bachelor’s Degree in related field (biology, ecology, or project management/controls) or demonstrated equivalency of experience and/or education
+ Valid driver license required and must be able to safely drive to job sites
**Preferred Skills/Experience:**
+ 10 plus years of experience in natural resources/project management
+ Master’s Degree in related field (biology, ecology, or project management/controls) preferred
+ Experience managing contracts for utility projects in California
+ Operational experience, including team supervision and hiring as well as optimization of project performance
+ Experience preparing natural resource document such as Biological Technical Reports, Biological Assessments, 2081 Permit Applications, Habitat Conservation Plans, Eagle Conservation Plans, and/or Delineation Reports, Aquatic Resources Permit Application
+ Experience managing projects involving all aspects of environmental analysis (e.g., biological, cultural, air quality, traffic, etc.) and permitting (e.g. CEQA/NEPA, 404/401, CESA, and ESA)
+ Outstanding oral and written communication skills. Team player with excellent listening skills and diplomacy
+ Experience with career development of junior and mid-level staff
+ Experience with protocol wildlife surveys, habitat assessments, and/or botanical surveys
+ Successful marketing experience, including a track record of leading successful competitive proposals
+ Ability to work in a high-paced environment where changing client priorities result in the need to determine creative ways to get the job done
**Additional Information**
Offered compensation will be based on location and individual qualifications. The expected range is $125,000.00 - $138,000.00.
