We’ve got what you’re looking for. **Job Description:** **Senior Construction Manager - Right of Way (ROW) - Qiddiya Project, Riyadh** Parsons is seeking a highly specialized and experienced **Senior Construction Manager - Right of Way (ROW** ) to join our critical team on the prestigious Qiddiya Project in Riyadh. This is a unique and pivotal leadership role responsible for the effective planning, coordination, and management of all activities related to securing, preparing, and maintaining the Right of Way for various infrastructure developments within the Qiddiya master plan. The successful candidate will ensure that all ROW-related works are executed safely, efficiently, in compliance with regulations, and in close coordination with all construction packages to prevent delays and facilitate seamless project progression. **Key Responsibilities:** + **ROW Strategy & Planning:** + Develop and implement comprehensive strategies for the acquisition, management, and handover of Right of Way for all infrastructure components (roads, utilities, pipelines, power lines, etc.) across the Qiddiya site. + Work closely with land acquisition teams, legal departments, and client representatives to ensure timely and effective ROW availability. + Anticipate and identify potential ROW conflicts, encumbrances, or challenges and develop proactive mitigation strategies. + **Site Management & Coordination:** + Lead and oversee all construction activities related to ROW preparation, including but not limited to site clearing, demolition (if required), fencing, temporary access roads, and demarcation of boundaries. + Coordinate extensively with various construction package managers (e.g., roads, utilities, civils) to ensure ROW is cleared and prepared in advance of their requirements. + Manage and monitor the relocation or protection of existing utilities (power, water, telecom, gas, etc.) within the ROW corridors, ensuring minimal disruption. + Oversee contractors responsible for ROW works, ensuring their performance adheres to schedules, budgets, and quality standards. + Conduct regular site inspections to monitor progress, identify risks, and ensure compliance with design, safety, and environmental regulations. + **Stakeholder & Regulatory Liaison:** + Act as the primary point of contact for all ROW-related matters on site, liaising with relevant Qiddiya authorities, government agencies, local communities, and landowners. + Ensure all ROW activities comply with Saudi Arabian laws, regulations, permits, and environmental standards. + Facilitate necessary approvals and permits related to ROW access and usage. + **Documentation & Reporting:** + Establish and maintain comprehensive documentation for all ROW activities, including survey data, land acquisition records, permits, access agreements, and progress reports. + Prepare detailed weekly and monthly reports on ROW status, progress, challenges, and forecasts. + Manage and track all ROW-related expenditures against budget. + **Risk Management & Problem Solving:** + Proactively identify and assess potential risks associated with ROW availability and access, developing contingency plans. + Lead the resolution of complex ROW issues, disputes, or unforeseen site conditions. + **HSE Compliance:** + Ensure strict adherence to all health, safety, and environmental (HSE) policies and procedures during all ROW clearing and preparation activities. + Implement best practices to minimize environmental impact during ROW operations. **Qualifications:** + Bachelor's degree in Civil Engineering, Construction Management, Land Surveying, or a related field from an accredited institution. + A minimum of **20+ years of extensive and progressive experience** in construction management, with a significant focus on Right of Way management for large-scale infrastructure projects (e.g., linear infrastructure like highways, pipelines, transmission lines, or large master-planned developments). + Proven experience as a Construction Manager or a similar senior leadership role on mega-projects, particularly in the Middle East. + Deep understanding of land acquisition processes, property rights, and various types of easements/servitudes. + Strong technical knowledge of site preparation, earthworks, utility coordination, and fencing. + Experience in managing multi-disciplinary teams and contractors for ROW-related works. + Proficiency in project management software (e.g., Primavera P6, MS Project) and GIS applications is a strong plus. + Excellent communication, negotiation, and interpersonal skills, with the ability to effectively liaise with government entities, landowners, and internal/external stakeholders. + Strong analytical and problem-solving abilities, with a proactive and decisive approach. + Demonstrated ability to work effectively under pressure, manage multiple priorities, and meet critical deadlines. + PMP (Project Management Professional) or equivalent certification is desirable. + Fluency in English is required; strong Arabic language skills are a significant advantage.
