IRC’s programs assist Syrian refugees and vulnerable Lebanese in host communities across multiple sectors: education and early childhood development, livelihoods, and protection in close coordination with the Lebanese Government and broader humanitarian and development community. The IRC’s violence prevention and response (VPR) programs have provided support to at risk and vulnerable Syrian and Lebanese communities through the delivery of critical case management, psychosocial support, community-based protection and prevention activities, and legal assistance. With years of protection monitoring programming, the IRC is a trusted resource for up-to-date information and analysis of key protection risks and trends amidst an evolving protection environment. The IRC’s protection teams are relied on for their wealth of technical expertise to deliver specialized GBV, CP and Protection response and prevention capacity building for NGOs, UN agencies, and Lebanese government staff. Job Overview/Summary: The Child Protection Senior Manager will play a key role in the representation, coordination, and implementation of all CP program components across Lebanon, including but not limited to capacity-building, coaching, prevention, and case management support. In close collaboration with donors, sector focal points, and other CP actors, the Senior Manager will engage with key stakeholders and partners to communicate the program’s vision, support strategic planning, and ensure effective implementation at both national and governorate levels. The Senior Manager will lead capacity-building initiatives targeting CP case workers, their supervisors/managers, CP partners, and relevant non-CP actors. This includes designing and delivering workshops, training, and peer-to-peer learning sessions, such as monthly technical discussions for field staff and bi-monthly sessions for supervisors. Additionally, the Senior Manager will oversee the monitoring, evaluation, and reporting of CP program activities, ensuring timely and quality reporting to donors and stakeholders. This position directly supervises and mentors the CP Capacity-Building and Coaching Officers, providing strategic guidance, technical support, and performance management. Major Responsibilities: 1. Program Implementation & Technical Leadership: + Provide strategic and technical leadership for the implementation of all Child Protection programming, including capacity-building, coaching, case management, prevention, and response initiatives. + Operationalize and implement capacity-building strategies for CP case workers, supervisors, CP actors, and non-CP actors based on the strategic vision developed by the IP Senior Coordinator, while adapting content based on field realities and evolving needs. + Conduct comprehensive capacity needs assessments for IRC staff and partner organizations; analyze findings and design targeted capacity-building plans aligned with donor expectations, national CP SOPs, and international standards. + Facilitate and oversee the delivery of workshops, training sessions, and peer-to-peer exchanges across all levels, including advanced workshops for government and mandated local organizations (e.g., MoSA, UPEL). + Lead and oversee the implementation of specialized training modules such as Community-based PSS, Focused PSS (FACE), Parenting Curriculum (FMD), Child Labor, and the Comic Book curriculum. + Ensure close coordination with consultants, stakeholders, and other technical teams involved in IRC’s CP programming. 2. Supervision & Team Management: + Supervise and mentor CP Capacity Building Officers, including performance management, weekly task planning, delegation, and semi-annual reviews. + Ensure administrative and logistical support is provided to the team in coordination with the CP support manager, including PRs, procurement, and communication with implementing partners. + Ensure that team activities and spending are aligned with program budgets and operational timelines. 3. Monitoring, Evaluation & Reporting: + Oversee monitoring and reporting of CP capacity-building initiatives and ensure that activities meet project targets and donor commitments. + Ensure accurate and timely reporting through tools such as session evaluations, peer-to-peer reports, , and internal IRC systems (e.g., Activity Info, internal beneficiary counts). + Collaborate with the IP senior Coordinator and MEAL teams to develop, review, and refine M&E tools and indicators to assess the impact of capacity-building efforts. + Produce quality reports for internal use, donors, and stakeholders, including a quarterly newsletter summarizing coaching and capacity-building achievements. + Analyze participant feedback and evaluation data to improve program quality and adapt approaches accordingly. 4. Coordination & Representation: + Maintain regular communication and coordination with CP officers, IRC departments, MoSA, UPEL, CP CM actors, non-CP actors, and other relevant stakeholders at national and governorate levels. + Represent IRC and the CP program in national-level coordination platforms, including the Case Management Task Force, CPiEWG, PSS Committee, and related working groups. + Contribute to internal CM and IRC team meetings to ensure alignment across program sectors. 5. Other Responsibilities: + Ensure all activities are implemented in accordance with IRC’s logistics, safety, and protection policies. + Undertake additional tasks assigned by the IP senior Coordinator to support and strengthen IRC’s CP programming. + Uphold IRC’s values and standards of professional conduct, including child safeguarding, accountability, and ethical behavior, as outlined in “The IRC Way“. Key Working Relationships: + Position Reports to:IP senior Coordinator. + Position directly supervises:CP capacity building Officers. + Other contacts:Case management department, WPE senior manager, PRoL senior manager, legal team, etc. Qualifications + Bachelor’s degree in social work, Psychology, Public Health, or a related field. A master’s degree is an asset. + Minimum of three years of professional experience in the field of Child Protection, including direct work with children. + Proven experience in case management within the child protection sector. + Previous management and team supervision experience is required. + Experience in coordination, partnership building, and participation in inter-agency meetings is highly desirable. + Prior experience in preparing and submitting high-quality reports. + Familiarity with National Child Protection Case Management Standard Operating Procedures is required. + Fluency in Arabic and English (spoken and written) is required. + Strong interpersonal and communication skills, with the ability to work collaboratively with partners and stakeholders. Working Environment: + Travel and other requirements: Staff will be based in Beirut, with 60% travel required to Bekaa, North and South Lebanon.
