About the Role
The Senior Buyer acts as the focal point with vendors on assigned Turnkey Project(s) or Fleet vessel(s). You are responsible for implementing the Global Supply Chain sourcing strategy, managing the Request for Quotation (RFQ) process, negotiating and purchasing equipment/services, and providing commercial support until Purchase Order (PO) close-out, ensuring alignment with cost, schedule, quality, and technical requirements.

Key Responsibilities:
1. RFQ Strategy & Setup
•    Efficiently and adequately set up the Request for Quotation for the purchase under consideration:
•    Analyze market trends, key players, and activity levels.
•    Confirm vendor qualification status or secure exemptions.
•    Liaise with Category Managers to utilize pre-agreed terms.
•    Escalate strategic vendor issues and suggest improvements.
2. Equipment/Service Procurement & Negotiation
•    Negotiate and purchase to achieve best commercial and contractual conditions:
•    Lead tendering in compliance with company processes and ethics.
•    Coordinate with internal stakeholders and technical teams.
•    Ensure complete scope definition and cost/schedule breakdowns.
•    Lead negotiations, leveraging support from Category Managers.
•    Conduct Commercial Bid Evaluation (CBE) and Recommendation to Purchase (RTP).
3. Post-Order Commercial Support
•    Support Purchase Order execution through to close-out:
•    Handle commercial issues including variation orders and claims.
•    Lead vendor claim negotiations and commercial correspondence.
•    Ensure vendor support during construction and commissioning.
•    Complete vendor performance evaluations.
•    Organize package handovers to completion teams.
4. Project Leadership & Team Oversight
•    Lead procurement activities for turnkey projects:
•    Manage project buyers and category buyers.
•    Provide tools, scheduling guidance, and feedback.
•    Monitor and report on procurement budget and forecast.
•    Escalate pre-order issues early for resolution.
•    Ensure effective post-order collaboration.

Processes & Compliance
Ensure all activities are aligned with:
•    GEMS SAPHYRE processes
•    Sourcing strategies as defined by Category Manager
•    Project-specific conditions
•    Tender or RFQ phase purchasing strategies
