Job DescriptionWe are seeking a Senior Associate in Urban Planning to join our dynamic team in Makkah, Saudi Arabia. In this role, you will play a pivotal part in shaping the future of urban development within the region. Drawing on your extensive 15 years of professional experience, you will lead strategic planning initiatives, oversee major development projects, and drive infrastructure improvements that contribute to the growth and sustainability of Makkah. This position offers the opportunity to apply your deep expertise in a culturally significant and rapidly evolving market whilst collaborating with cross-functional teams, government stakeholders, and senior leadership to influence regional development priorities.
Lead the development and analysis of comprehensive urban planning strategies, master plans, and feasibility studies for residential, commercial, and mixed-use development projects, providing strategic direction to junior planning staffConduct detailed site assessments and land-use analyses using advanced GIS technology and analytical tools to inform planning recommendations and establish best practice methodologiesPrepare technical documentation, zoning studies, and regulatory compliance reports in accordance with Saudi Arabian building codes and local regulations, ensuring adherence to Vision 2030 objectivesCollaborate with architects, engineers, and project managers to ensure alignment between planning objectives and project execution, whilst mentoring junior team members on planning principles and project deliveryEngage strategically with government agencies, community stakeholders, and senior clients to gather input, present findings, and build consensus on development initiatives, leveraging your extensive stakeholder management experienceAnalyse demographic data, market trends, and economic indicators to support strategic planning decisions and contribute to thought leadership within the organisationReview and evaluate development proposals for compliance with urban planning standards and sustainability principles, establishing quality assurance protocols for planning deliverablesUtilise CAD software and advanced urban design tools to create sophisticated visualisations, maps, and presentations for stakeholder communication and executive briefingsOversee project timelines and budgets whilst maintaining meticulous attention to detail in all planning deliverables and ensuring resource optimisation across multiple initiativesChampion industry best practices, emerging planning methodologies, and regional development standards, contributing to continuous improvement and innovation within the planning function
QualificationsMinimum 15 years of professional experience in urban planning, urban design, or related field, with demonstrated progression to senior-level rolesAdvanced proficiency in GIS software and CAD applications with expertise in spatial analysis and complex modelingComprehensive knowledge of zoning regulations, building codes, and urban planning principles with proven track record of regulatory compliance and advocacyExtensive demonstrated experience with master planning, feasibility studies, development project management, and large-scale infrastructure initiativesExpert-level analytical and research capabilities with strong data interpretation skills and ability to translate complex datasets into actionable insightsProven ability to communicate complex planning concepts to diverse audiences through written reports, presentations, and executive briefingsExtensive experience in stakeholder engagement, community consultation processes, and consensus-building with government agencies and senior leadershipDeep knowledge of sustainable urban development practices, green building standards, and climate-resilient planning strategiesStrong familiarity with Saudi Arabian development regulations, market conditions, and regional investment landscapeDemonstrated understanding of Vision 2030 initiatives, regional development priorities, and alignment with national strategic objectivesExceptional organizational and project management skills with proven ability to manage multiple complex initiatives simultaneously and lead cross-functional teamsAdvanced proficiency in Microsoft Office Suite, project management tools, and emerging urban planning software platformsExcellent written and verbal communication skills in English; proficiency in Arabic is a strong advantageDemonstrated ability to work collaboratively in a team environment, mentor junior staff, and adapt to evolving project requirements and market dynamicsProfessional certification in urban planning or related discipline (AICP, RTPI, or equivalent) is preferredPublished work, speaking engagements, or recognized contributions to urban planning thought leadership is advantageousAdditional Information
