By 2018-2019, they expanded into South-West and North-West regions. With offices in Yaoundé, Maroua, and Buea, the IRC focuses on providing access to water, improving hygiene, offering cash assistance, enhancing food security, and delivering education and protection services. Their programs also include child protection and support for gender-based violence survivors and human rights violations. CAR Context: The International Rescue Committee (IRC) has been operating in the Central African Republic (CAR) since 2006. With its main office located in Bangui, the IRC CAR conducts activities across four provinces: Haut-Mbomou, Ouham-Pendé, and Bamingui-Bangoran with sub-offices in Zemio, Ndele, Bocaranga The organization provides comprehensive services in several key areas, including health and nutrition, education, food security and economic recovery and development (ERD), as well as protection services encompassing women's protection and empowerment (WPE) and child protection. Scope of work Senior Area Coordinator provides leadership, decision-making and coordination of the program's essential support functions for the excellent implementation of activities in the field. It ensures that programs and projects are supported effectively and rigorously and that all necessary systems, frameworks and tools are in place and implemented in a coherent manner. The position reports to the Country Director (CD) and is a Country program Senior Management Team (SMT) member. The Senior Area Coordinator oversees, Supply Chain, IT, and Administration and supports field Programming, Finance, and Human Resources for Cameroon and CAR. 3 Field Coordinators and 2 Operations Coordinators will report to this position. The Senior Area Coordinator is responsible for ensuring cohesion between programs and operations through a close working relationship with the Deputy Director for Programs and Operations Coordinators. The Senior Area Coordinator advises senior management about programming directions and opportunities and ensures that program activities are carried out effectively, efficiently, and safely, in furtherance of objectives as laid out in the Strategic Action Plan and taking into consideration all internal and external factors affecting the operational environment in Cameroon and CAR. Specific responsibilities: Leadership, Management and Representation · Actively participates in the development and implementation of IRC Cameroon and CAR Country Program Strategic Action Plan (SAP). · Contributes to analysis and strategic decision-making in the frameworks provided for this purpose: Senior management team, Extended SMT, Security, Safety and Security Management Team, etc. · In collaboration with operations, oversees robust and comprehensive security and risk management through participatory approaches across departments and levels of field staff. · In collaboration with Sector Coordinators and field coordinators, continuously monitor and assess the changes in the humanitarian context and needs in Cameroon and CAR and share with colleagues in the crisis management team and the SMT. · Actively participates in project management by providing the necessary support to project teams for excellent procurement/service management by overseeing the development and implementation of tools such as procurement plans, expenditure plans, work plans, etc. · · Acts as the Bangui’s office official senior focal points, representing the CD to meetings with senior government officials, donors and strategic partners. Field Operations Support Provide overall support and guidance to field operations, with a focus on Supply Chain, Logistics, and Administration, including providing support to ensure field offices and program centers are functioning efficiently and transparently and in compliance with IRC policies. Supports the IT staff to provide effective IT services and support to the Field Office In cooperation with the CD and People & Culture (P&C) Senior Coordinator, ensures the risks IRC field staff face in their work environment are mitigated to the degree feasible given the context Ensures field leadership competency in budgeting functions, contributing to the proposal and operating budgets, and leading on field budget vs actual oversight. Ensures Security Management Plan, SOPs, and Contingency Plans are kept up to date, ensuring that staff are aware of and supported in following these documents Staff Leadership and Development Ensures effective management, in conjunction with relevant colleagues, through responsive supervision and performance management of direct reports across relevant teams. Adheres to and acts following the IRC Global Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations Ensures implementation of HR policies and procedures at all times Provides supportive mentorship, leadership, and clear performance objectives to team members Set regular meetings with staff members to prioritize information-sharing and team-building Ensures that all reports develop and implement Capacity Building Plans for their teams Strengthening internal control measures in the various field offices; Participate in raising awareness among the various stakeholders. Ensure that procedures are followed throughout the field offices; Representation and Coordination Represent IRC through Cameroon and CAR based coordination forums, virtually and or in-person. Serves as an active Senior Management Team member Serves as a focal point and maintains communication oPt SMT members across the base and regional/Emergency unit counterparts as needed. Requirements Advanced degree in relevant technical or managerial subject area Excellent professional track record minimun of (5) years of humanitarian management experience, preferably in a conflict/post-conflict environment with leadership responsibilities Demonstrated skills and experience in program design and delivery, including proposal development and/or strategic-level operations design and delivery Experienced in working in hostile environments as well as security analysis and management Excellent communication and presentation skills Excellent leadership, people management, interpersonal and negotiation skills, and a demonstrated ability to develop collaborative teams in a multi-ethnic context that requires cultural sensitivity. We are looking for someone with good team-building skills and knowledge of participatory approaches; you should display flexibility, adaptability, and cultural sensitivity. Experience managing country program teams with a diverse portfolio Proven ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment Proven experience in transitional organizational structures, change projects, and development of policies and procedures in complex environments a strong advantage Knowledge and experience of sanctions and related law, regulations and compliance a strong advantage Ability to work both independently and as part of a team Languages: Fluency in English & French. Excellent oral and written communication skills. Specific security situation and housing The Senior Area Coordinator will be based in Bangui with travel throughout the country and to Cameroon. The security situation in Cameroon and CAR is a volatile situation particulary in NW/SW Cameroon as well as the Far North and throughout CAR. This is an unaccompanied role with housing in shared IRC guesthouse in Bangui, CAR. #LI-6
