Yes County Albany Street Address 625 Broadway City Albany State NY Zip Code 12233 Duties Description The Department of Environmental Conservation is seeking an individual to join the Risk & Compliance team within the Office of Compliance, Risk, Innovation, and Strategic Planning to support, manage, and maintain both DEC’s boards and commission appointments process and DEC’s policy system, as well as contribute to DEC’s risk management program. This role involves internal agency collaboration to support the development, review, and finalization of department policies, create efficient workflows, facilitate the boards and commission appointments process, and help ensure compliance with federal and state requirements. In addition, the individual will lend support to DEC’s internal control review process and other risk management functions as needed. The incumbent of this position will be responsible for, but not limited to, the following duties:•Facilitate the boards and commissions appointments process for the Department and maintain the agency’s files and systems relating to appointments. •Work with the Office of General Counsel to research and review Federal laws, compacts, and regulations as well as New York State Environmental Conservation laws, rules, and regulations for boards and commissions compliance requirements,•Prepare materials needed for boards and commissions information to be posted on DEC’s public website in compliance with Executive Law 203-b.•Draft correspondence and prepare materials for appointee packages for Commissioner and Governor action.•Conduct research related to appointments, events, agreements, and initiatives to assess potential risks to agency operations, reputation, government integrity, or trust in government personnel; analyze results, and document findings for executive review.•Work with appointees to ensure compliance with requirements.•Review, coordinate, and support updating current DEC policies and procedures, as well as the development of new policies and procedures.•Compile, track and analyze performance measure data for processing of boards and commissions appointments.•Manage the agency’s policy program, assisting staff and the Policy Council with the development, review, and workflow coordination of program and commissioner’s policies.•Compile, track and analyze performance measure data for processing of commissioner and program policies.•Analyze the impact of legislative proposals or new initiatives on agency policies and procedures and make recommendations for any necessary action. •Examine DEC’s current policy development procedures among divisions, offices, and regions, identify the factors inhibiting development, develop a work plan with appropriate recommendations for agency improvements, and prepare periodic progress and final reports/presentations with findings and recommendations for agency leadership.•Develop accurate, organized materials and/or systems for data collection, analysis and tracking and prepare clear and concise reports, summaries, graphics, and presentations.•Review, coordinate, and update policies and procedures for the Office of Compliance, Risk, Innovation, and Strategic Planning, and assist in the development and implementation of related procedures and operating systems. •Gather and prepare information to respond to agency reporting requirements or other special projects.•Other related duties in support of the Risk and Compliance team and the Office of Compliance, Risk, Innovation, and Strategic Planning. Minimum Qualifications Reassignment - Currently in the title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and eligible to transfer via Section 70.1 of the Civil Service Law. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
