The United States Border Patrol (USBP) is the mobile, uniformed law enforcement aims of the U.S. Customs and Border Protection (CBP) within the Department of Homeland Security (DHS) responsible for securing U.S. borders between ports of entry. The function of planning, managing and supporting the acquisition and operation of the capabilities, technologies, and services to meet the requirements established by CBP is performed by USBP Program Management Office Directorate (PMOD) who supports the overall mission of CBP. PMOD is responsible for the acquisition, deployment oversight, and sustainment of USBP border security capabilities, technologies, and systems. PMOD is seeking a wide range of professional acquisition and contract support to assist in planning and executing program office’s acquisition requirements effectively and efficiently, and help ensure the accomplishment of PMOD’s responsibilities in the areas of pre-award acquisition planning, source selection, and contract administration and management (ranging from the preparation of statements of work, acquisition documentation, source selection support, and contracts to the management of multiple acquisition instruments of varying complexity). Responsibilities Acquisition Strategy, Contract Administration Support: The contractor will provide a wide range of professional acquisition and contract support in the areas of pre-award acquisition planning, source selection, and contract administration and management (ranging from the preparation of statements of work, acquisition documentation, contract administration and documentation support, cost and technical documents, and modifications to the management of multiple acquisition instruments of varying complexity). Requirements Documentation Support: The contractor will provide advice, recommendations, and document support in all areas of the acquisition requirements phase; assist in the development and review of contract requirements documentation to include Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS); advise the Government on the best procurement approach and assist in Market Research analysis and documentation; and be aware of all CBP Procurement policies and what documentation is required for each acquisition. Acquisition Strategy Support: The contractor will provide support and assistance to the Government in conducting acquisition planning for CBP programs. This includes the development of acquisition plans, and all documentation required under the Acquisition Decision Events (ADE); conduct thorough analysis, analyze risks, and review appropriate options to develop strategies and contracting approaches for the Government; assist in researching existing Government-wide contracts for available products and services, evaluating different approaches to and sources for acquisition support, researching available suppliers, and comparing the services and costs of obtaining support from the different providers. Pre-Award Acquisition Support: The contractor will provide acquisition support services that are not inherently Governmental to include technical support to the evaluation process, and assistance to the Government in developing documentation in all areas of the pre-award acquisition phase. Pre-award acquisition support includes: Market Research and Market Surveys: Assist the program office in conducting market research to identify potential sources and contract vehicles, preparing market surveys and developing written announcements. Pre-Award Documentation and Source Selection: provide pre-award documentation and source selection support to the program office and ensure written documentation is provided for both informal and formal source selection procedures; assist in the preparation and development of all pre-award documentation including: Source Selection Plans (SSP), instructions for Source Selection Evaluation Board (SSEB) members on roles and responsibilities, Determinations and Findings (D&F), Justifications and Approvals (J&A) and other necessary contract file documents. Assist with Source Selection procedures by ensuring that Conflict of Interest/Nondisclosure forms are signed, preparing evaluation sheets, obtaining signatures on consensus evaluation sheets, and assisting with the draft of the Source Selection Decision Memorandum; support the Source Selection Teams during all source selection activities. This includes, but is not limited to Attending Source Selection Training Reviewing all incoming proposals. Participating in the Oral Presentations. Participating in and/or facilitating all Consensus sessions. Assisting with drafting all source selection documentation, including consensus reports, Source Selection Evaluation Board Chair reports, and Source Selection Authority memorandums (as required). Assisting the Source Selection Teams in the preparation of documentation required to respond to potential protests and debrief requests. Serve as the configuration manager for all Source Selection Documentation to ensure version control is maintained throughout the source selection process Attending meetings and providing meeting minutes, action items, and recommendations resulting from the meetings. Supporting the Source Selection Teams as required to minimize any delays in the schedule. Work with evaluators and the CO to assist in identifying pre-negotiation objectives and assist the CO with discussions with Offerors; thoroughly review proposals, identity issues with respect to the proposals, provide input for developing a negotiating position, and provide cost analysis of the proposal when required. Prepare negotiation memorandum supporting each contract action; ensure that the files prepared for the pre-award decisions are thorough and address all applicable regulatory, policy and internal operating requirements; filed consistent with DHS and CBP policy; and are properly organized to facilitate various post- award reviews and administration. Solicitations: Assist in developing draft Request for Quotes (RFQ), Request for Proposals (RFP), and/or Combined Synopsis/Solicitations for Government approval. Post-Award Acquisition Support: Provide advice, recommendations, and document support in all areas of the post-award acquisition phase; Assist in preparing appropriate documentation for negotiated contract modifications and in monitoring performance and compliance with terms of all assigned contracts, including site visits, periodic program reviews, labor interviews, support to award fee evaluations, and initiation of CPARs documentation. Provide post-award support that includes: creating files and preparation of documentation in response to protests, both at the Agency and GAO level; evaluation and preparation of documentation to respond to contract claims and ratifications of unauthorized commitments; evaluation and support to pricing change orders and engineering change proposals (if required); support for enforcement of Government’s rights under warranties; evaluation of delays in performance of assigned contracts; evaluation and preparation of terminations for both default and convenience; and all related post-award activities. Coordinate invoice review, track fund status management, and ensure program personnel review (and accept) contract deliverables when necessary; assist in the preparation of incentive and award fees and the resolution of performance problems and provide advice to the Government in resolving any performance issues encountered. Prepare negotiation memorandum supporting each contract modification and any additional supporting documents needed to comply with policy and regulation; and provide advice to the Government in resolving any performance issues encounter under awards being administered. Ensure that files prepared for modifications are thorough and address all applicable regulatory, policy and internal operating requirements; consistent with DHS and CBP policy; and are neat and properly organized. Acquisition Related Projects Support various acquisition related projects, as needed. This support includes conducting research, analysis and tracking, to develop white papers, decision papers, assessments, and other documentation on program or project management related issues, as required; support and assist in complying with agency reporting requirements by collecting, analyzing, correlating, and verifying data required for presentation in such reports; assist in the development of program or project policies and procedures including researching, collecting, analyzing, and validating data. Assist in preparing briefings and presentations, and shall provide research, collect, analyze, and validate data to develop briefings and presentations, provide the tools necessary for presenting the data, and assist with the actual presentations.
