Job objectives and responsibilities
· Manage all aspects of site security in such a way as to meet and strive to exceed client requirements, ensuring the Security team is efficient and delivering on all contracted requirements.
· Lead and develop the security team to ensure a satisfactory delivery on customer service, security and safety.
· Ensure compliance with legal obligations under the Department for Transport and other affiliated departments in relation to the implementation of the Port Facility Security Plan (PFSP – Restricted document).
· Support PFSO and act as a deputy
· Ensure the PFSP is reflected in the Assignment Instructions and Risk Assessments accordingly
· Integrate with Mitie and National Grid Grain LNG Management for cross functional support.
· Chair the local Medway Infrastructures Security Partnership.
· Liaise with external authorities such as Police, Port Security Authority, Department for Transport and other Governmental Departments as required.
Main duties
· Manage the security teams to ensure that the operational delivery of the services is maintained to the highest agreed standard and to the complete satisfaction of the customer
· Manage Scheduling and rostering of Security staff per the contractual requirements, including the management of all absences in line with Mitie processes
· Manage the supply of uniform to security staff ensuring there are good standards of dress and PPE
· Ensure all Security staff where appropriate have a valid SIA Licence
· Manager all HR processes in relation to Security Staff, and ensure discipline is maintained on site.
· Implement customer and Mitie corporate policies and codes of practise as directed by the customer and line management.
· Maintain relevant Assignment Instruction and Risk Assessments and review annually against which all officers should be assessed to ensure their understanding and compliance. All instructions must be signed as having been read and understood by the officers.
· Ensure all contractual commitments are honoured and if there is any failure be the first to advise the client and line managers. Any complaints are to be investigated accordingly.
· Ensure that all Security staff have the appropriate training for their position and where possible ensure they are trained to a level to provide cross functional support across site.
· Develop and manage security related projects and initiatives with the client
· Provide information relevant to the team's performance, ongoing issues and future development.
· Set and maintain the highest personal and professional standards as an employee of Mitie and adopt a total quality approach to every aspect of work, colleagues and clients
· Conduct annual appraisals with security staff in line with company policies.
· Manage recruitment for any vacancies within the Security Staff establishment.
· Prepare and present monthly, quarterly and annual contract meetings to the Client demonstrating compliance of site security to ISPS and grain LNG KPI's.
· Monthly KPI Pack for Safet and Assurance Team
· MIPS meetings every quarter.
· PSA Meeting each month and PSA Meeting Bi-annual
DFT Inspection Bi-annual - Formal. All Ship and Jetty paperwork reviewed and inspected. Retained for 5 years. Ensure the correct security processes are adhered to, with periodic reviews and identifying opportunities to improve upon site security processes and systems. Assist and work with National Grid Grain LNG to resolve all Security and Emergency incidents per site processes and where applicable take the lead. Ensure all security and emergency incidents are reported and investigated per Mitie and client processes. Attend Port Security Authority meetings as required, raising any concerns and addressing any actions as required including notification as appropriate to the client. Plan, chair and run the Medway Infrastructure Security Partnership meetings, maintaining and developing close security relationships and wherever possible improving peninsular security and thus to site.· Liaise with any other governmental departments such as the Centre for the Protection of National Infrastructure, fostering relationships and maintaining a knowledge of threats to the CNI and specifically the Energy Sector.
· Ensure all records of security process are maintained for review by the Department for Transport in accordance with the PFSP for inspection.
· Liaise with the client on the reporting of any security or emergency related incidents as appropriate to the Department for Transport.
· Administration respnsibilty for ll systems
· Raise Monthly invoice for Grain LNG Property's - Bespoke process
· Review check and raise any necessary credits and address any missed shifts from invoices. Track hours to give transparency to client.
· Complete weekly sub-contractor PO's
· Track Support officers hours and monitor their holiday entitlements.
· Liaise with Obsidian where necessary to support Grain LNG contract. Encourage staff to report issues and seek suggestion for improvement.
· Interpret monthly fault report and updated weekly / monthly reports with totals reported.
· DFT drills at least 1 per quarter.
· Respond and manager all security incidents and act as part of customers incident management team.
Person Specification
· Must have experience in Management of people in a similar role minimum 3 years experience
· Level 3 CMI as minimum
· P&L management
· Must have a can-do approach
· Must have a SIA Licence, and able to obtain a CCTV Licence
· Literate and numerate
· Methodical and well organised
· Flexible and adaptable
· Good communicator – verbal and written
· IT literate able to use a varierty of systems and produce reports
· Must be willing to go the extra mile
