We are seeking a Secondary Substation Engineer Electrical Manager to join our T&D team in Romania.
The T&D Secondary Systems Engineer – Team Lead is responsible for leading and executing the design, development, testing, and commissioning of secondary systems within high-voltage (HV) transmission and distribution (T&D) substations. This includes protection and control schemes, SCADA systems, relay configurations, and communications infrastructure. The role also involves providing technical leadership and mentorship to engineering teams, ensuring engineering excellence, schedule adherence, and compliance with industry standards and client requirements.
This position is ideal for a results-oriented individual with deep expertise in secondary engineering and the ability to lead multidisciplinary teams through complex design-build substation projects from concept through commissioning.
Job DescriptionHere is what you will do:
1. Design, Development, and Implementation:
Lead the design of secondary circuits and protection & control systems for HV substations (69kV to 500kV+).Coordinate and develop schematics, wiring diagrams, logic diagrams, cable schedules, and panel layouts.Design and configure protective relays (SEL, GE, Siemens, ABB), automation controllers (PLCs/RTUs), and protocol gateways.Ensure robust integration of SCADA, IEC 61850, DNP3, and Modbus protocols within T&D automation systems.Collaborate with primary system engineers to align interface requirements and ensure electrical coordination.Oversee hardware and I/O design for control panels and interface systems.2. Leadership & Project Management:
Provide technical leadership, guidance, and task assignments to a team of junior and mid-level electrical engineers.Assist Project Managers and Lead Engineers in developing technical proposals, design budgets, and project schedules.Monitor project execution and quality, ensuring that deliverables meet client expectations and internal standards.Lead interdisciplinary coordination meetings and design reviews.Act as Technical Lead on multi-discipline projects, representing the secondary systems team internally and externally.3. Testing, Commissioning & Support:
Develop and oversee factory acceptance testing (FAT) and site acceptance testing (SAT) procedures for control and protection systems.Troubleshoot and resolve design issues during commissioning and energization phases.Interface with construction and field engineering teams to ensure the seamless execution of installation and testing activities.Review and analyze relay event records and SCADA data post-commissioning to validate system performance.4. Documentation & Quality Assurance:
Generate and review comprehensive documentation packages, including:Protection & Control (P&C) Basis of DesignSettings files and coordination studiesSCADA points lists and communication network architectureQA/QC checklists for engineering deliverablesPerform peer reviews and enforce quality assurance standards across engineering outputs.Ensure documentation complies with NERC, IEEE, IEC, and client-specific requirements.5. Technical Innovation and Standards Compliance:
Stay current on advancements in digital substations, IEC standards, cybersecurity practices, and substation automation.Standardize and optimize secondary design templates, libraries, and workflows.Evaluate and adopt new technologies to improve system reliability and engineering efficiency.Qualifications
Mandatory Qualifications:
Education: Bachelor’s Degree in Electrical Engineering or related discipline.
Experience: Minimum 6 years of progressive experience in substation secondary engineering, with at least 1 year in a technical leadership or supervisory capacity.
Required Technical Skills:
Advanced understanding of secondary systems design including:Protection relays, control panels, and interlocking schemesStation service design and AC/DC distributionCommunication networks and protocols (IEC 61850, DNP3, Modbus, etc.)Experience in full lifecycle execution of EPC/Design-Build substation projects.Hands-on experience with engineering tools like AutoCAD Electrical, ETAP, SEL, DIGSI, ABB relay tools.Expertise in relay settings, logic development, and coordination studies.Familiarity with NERC PRC compliance, cybersecurity requirements, and substation physical and logical zoning.Leadership and Soft Skills:
Proven ability to lead engineering teams and manage workload delegation.Strong communication and stakeholder management abilities.Ability to conduct training, knowledge sharing, and mentorship for developing engineers.Adept at handling multidisciplinary coordination and conflict resolution.Nice to Have:
