Salary: $100,000 Minimum Bargaining Unit ( click here (https://www.greececsd.org/o/gcs/page/employee-contracts) for contracts): GESS Report Times: 08:00AM - 4:30PM Daily Hours: 7.5 Work Year: 12 Month (52 Weeks) Supervisor: Megan Bradshaw Civil Service Title: School District Treasurer Minimum Requirements: This is an appointed officer of a school district responsible for overseeing all district fiscal transactions. The employee is custodian of all monies belonging to the district and ensures the accuracy of its financial records. The School District Treasurer must be bonded before assuming duties of the office to which the employee reports. Work is performed under general direction from a School District administrator. Supervision may be exercised over a clerical staff. Does related work as required. Desired Qualifications: Prior experience as a School District Treasurer or Deputy Treasurer; Strong working knowledge of NYS General Municipal Law, NYSED and Office of the State Comptroller fiscal requirements, and the Uniform System of Accounts; Demonstrated experience with cash flow forecasting, investment management, internal and external audits, and modern banking platforms including ACH, wire transfers, and Positive Pay; Ability to prepare and present clear financial reports to senior leadership and the Board of Education; High degree of integrity, confidentiality, accuracy, and professional judgment; Experience working in a large, complex public school district. Position Summary/Responsibilities: The School District Treasurer is an appointed officer of the District responsible for overseeing all fiscal transactions and serving as the official custodian of District funds. Working under the general direction of the Director of Finance, the Treasurer ensures the accuracy, integrity, and compliance of all financial records and activities in accordance with New York State law, NYSED regulations, Office of the State Comptroller guidance, and Board of Education policy. Responsibilities include, but are not limited to: Maintain all District accounting records, ledgers, and journals in accordance with the Uniform System of Accounts and applicable laws and regulations; Receive, record, deposit, and reconcile all District funds, including tax collections, state aid, grants, and other revenues; Write and sign checks for the disbursement of District funds upon receipt of properly authorized warrants, payroll certifications, or other approved documentation; Perform and oversee all banking transactions, including ACH payments, wire transfers, inter-fund transfers, Positive Pay notifications, and other authorized transactions; Reconcile bank statements, fund ledgers, expense accounts, tax collections, and related financial records; Prepare monthly, quarterly, and annual financial reports, including Treasurer's reports, cash flow analyses, investment summaries, and other reports as required; Analyze cash flow and market conditions and recommend investment strategies consistent with Board of Education investment policy; Assist with budget development, financial forecasting, and long-term fiscal planning; Conduct internal audits of financial records and processes and assist with external audits, including the annual independent audit, single audit, and audits of extra-classroom activity funds; Assist with capital project financial reporting, debt service schedules, fixed asset records, and capital-related financial submissions; Maintain confidentiality of sensitive financial and personnel information; Supervise treasury-related functions and staff, as applicable; Perform related duties as assigned.
