Safety Officer (Utilities)
Location: Qatar
Deadline: 27 January 2026 Qualifications (mandatory) Higher National Diploma (HND) or University Degree (preferably in an Engineering discipline), or an accredited HSE Professional Certificate. Associate membership of a recognized safety institution is desirable. Experience Minimum 10 years of experience in Occupational Health & Safety, preferably within the Oil, Gas & Petrochemical industry, OR minimum 2 years’ experience in large?scale EPC/EPIC projects, including greenfield and brownfield construction. Strong knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and HSE procedures. Familiarity with Environmental Management Systems and international environmental standards. Trained in incident investigation software such as TapRoot, SafetyCulture, EasyRCA, Tripod Beta, etc. Proficient in MS Word, Excel, Access, PowerPoint, and other relevant software. Experience in the GCC region is an advantage. Primary Duties & Responsibilities Provide technical HSE support during definition, detailed design, and execution phases to ensure contractor compliance with established HSE policies, procedures, standards, and regulations. Support and help maintain a strong safety culture aligned with corporate vision, strategy, and values. Identify and implement risk?reduction measures based on hazard identification and risk assessment activities across construction, pre?commissioning, and commissioning phases. Review method statements, Job Safety Analyses (JSAs), safety certifications, and other contractor?submitted documents; report any non?compliance or issues. Monitor site HSE programs, safe work practices, and relevant data/systems. Ensure personnel (company and contractor) adhere to approved HSE standards, procedures, and regulatory requirements. Provide field oversight to verify contractor and vendor compliance with project HSE expectations. Conduct daily inspections to ensure work aligns with approved JSAs, Risk Assessments, Method Statements, and Permit-to-Work systems. Manage and ensure implementation of HSE requirements throughout project duration, coordinating with relevant departments and stakeholders. Support implementation of HSE performance monitoring, objectives, procedures, standards, and initiatives. Implement the organization’s Environmental Management System; identify non?compliance and recommend corrective actions. Monitor alignment with applicable HSE legal requirements, national regulations, and international conventions. Participate in maintaining the Project HSE Risk Register and ensure proper tracking and close?out of risks. Review contractor HSE plans, procedures, and other submissions to confirm compliance with project HSE requirements. Participate in reviewing contractor HSE personnel CVs, competence assessments, and interviews prior to mobilization. Conduct incident investigations, reporting, and follow?up to ensure corrective and preventive actions are implemented. Conduct site safety meetings and HSE awareness sessions for project staff and contractors. Lead HSE audits to verify compliance, recommend corrective actions, and track proper implementation. Compile statistical reports, trend analyses, and other relevant documentation to evaluate safety performance. Contribute to updating HSE codes, standards, specifications, and philosophies.
