RTR Program Manager (Payments)
Position Description:

This role is hybrid and requires you to be at our downtown Toronto (250 Yonge St, Toronto) and/or Client office at a minimum 2 days per week - subject to change at any time. 


The RTR Program Manager will lead the end-to-end delivery of the bank's Real-Time Rail program, driving strategy, governance, stakeholder engagement, and execution across technology and business workstreams. The role involves managing multiple cross-functional teams, ensuring alignment with payment modernization objectives, and delivering compliant, scalable, and secure RTR capabilities.

Your future duties and responsibilities:

.    Define and manage the overall RTR program roadmap, delivery plan, and governance structure.
.    Oversee multiple delivery streams across technology, operations, risk, and compliance.
.    Establish and manage stakeholder relationships at the executive and operational levels (CIO, STOs, LTOs).
.    Drive alignment between technical delivery and business objectives, ensuring on-time and within-budget execution.
.    Track progress against milestones, manage risks/issues, and ensure transparent communication.
.    Prepare and deliver executive reports, steering committee updates, and status dashboards.
.    Lead vendor coordination and ensure adherence to Payments Canada RTR specifications and regulatory expectations.
.    Oversee change management and adoption activities within impacted business and operations teams.

Required qualifications to be successful in this role:

Must Have skills:
.    10–15 years of experience in program or portfolio management within financial services, preferably in payment modernization, RTR, or ISO 20022 initiatives.
.    Strong understanding of Real-Time Payments ecosystems, payment rails, and clearing/settlement frameworks.
.    Demonstrated experience managing multi-phase, multi-vendor transformation programs with budgets exceeding $5M.
.    Deep knowledge of Agile and hybrid delivery methodologies; ability to manage both Agile and waterfall streams.
.    Experience working with cloud-native payment systems, API-based integrations, and DevOps environments.
.    Proven track record in executive stakeholder management, negotiation, and governance leadership.
.    Excellent communication, analytical, and presentation skills with the ability to simplify complex topics for diverse audiences.
.    PMP, PgMP, or SAFe certifications are an asset.
.    Prior experience working with or for major Canadian banks or Payments Canada initiatives preferred
