Direct and review the work of nursing staff; complete performance evaluations; and initiate appropriate counseling and disciplinary actions. Develop assignments and daily staffing plans for nursing care; prepare and monitor staffing schedules; and ensure adequate nursing coverage. Identify staff development needs; develop, present, and/or arrange for training on clinical nursing related topics; and evaluate the effectiveness of in-service education and guidance programs. Ensure that staff have met requirement for first aid, cardiopulmonary resuscitation (CPR), and other agency-specific required training. May interview nursing candidate and participate in orientation programs for new staff and/or other recruitment and hiring processes. Supervise admission and discharge planning activities; and serve as a liaison to community providers, families, hospitals, and other health care facilities. Maintain established standards of nursing care in accordance with State, federal, and accreditation agency requirements. Make rounds and ensure the maintenance of a safe, sanitary, therapeutic environment, well-being, and care needs of the residents are met. Inform staff of and ensure the implementation of policies, procedures, and trends in nursing practice. Monitor and review nursing documentation, such as progress notes and medication charts, to ensure accuracy and quality; and follow up with nursing staff when needed to resolve discrepancies. Assess the quality of nursing care and assist in the development and implementation of quality control programs for nursing care. Oversee narcotics tracking and management; and ensure medical inventories are properly maintained and stored. Ensure compliance with State and federal laws, rules, and regulations, including facility policies on restraints, seclusion, levels of intensive supervision, abuse, and incident reporting. Formulate corrective action plans in response to identified regulatory problems and ensure the implementation of such. Participate in the management and administration of nursing services; assist in planning and program development activities; and meet with managers to review, update, and ensure the effectiveness of nursing policies, protocols, and procedures. May assist in the management and oversight of a nursing department; prepare budgets and monitor expenditures; participate on committees and workgroups; and perform the duties of a Registered Nurse 1 and cover staff assignments, if necessary. Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section 70.1 of the Civil Service Law to Registered Nurse Supervisor 1. HELPS: Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (HELPS) program as a Registered Nurse Supervisor 1 if they have Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience. Substitution: a bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience. Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service and must have possession of a license and current registration as a registered professional nurse in New York State and two years of service in any Grade 18 or higher position that requires a registered professional nurse license; or one year of service in any Grade 20 or higher position that requires a registered professional nurse license.Preferred Qualifications: Long Term Care experience is preferred. The posted salary range includes statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($132,178 - $143,230), plus an additional geographic pay differential of $35,000 and downstate adjustment of $4,000. If applicable a there is a $575 inconvenience pay for evening or night shift and 10% shift differential for night shift and 7% shift differential for evening shift.
