Key Responsibilities:

MAJOR RESPONSIBILITIESProject planning and implementation:Lead the development of the Resilience and Livelihood component of the National Strategy.Oversee and lead quality implementation of programs, grants and PNS including planning, technical support to field implementation, monitoring and evaluation, reporting and knowledge management.Develop the Resilience and Livelihood IPF including narrative, theory of change, log frame, etc.Assure overall responsibility of the R&L IPF including TP budgeting, implementation and reporting.Provide matrix and technical supervision of the Resilience and Livelihood coordinators, Grants and PNS project Managers.Conduct technical capacity assessment for frontline staff (Sector lead, Grants and PNS coordinators/ managers) to identify staff learning needs; develop and execute learning and development plan to ensure timely and quality delivery of the R&L Technical Program.Provide leadership in branding and profiling the R&L IPF.Drive innovation by identifying, piloting, and scaling climate-smart, digital, or community-led solutions that enhance livelihoods, resilience, and market access.Foster a culture of innovation through cross-sector collaboration, knowledge exchange platforms, and partnership with research institutions and private sector.Resource Acquisition: Lead the process of identification, assessment and design of new Resilience and Livelihood projects and programs, including the development PNS and grant proposals, log-frames, monitoring and evaluation plans and budgets.Document and disseminate success story to market the successful grants and PNS for more funding.Orient/mentor frontline staff (TPCs, Grants and PNS coordinators/ managers) to develop concept notes and involved in full proposals development.Update annually the Resilience and Livelihood sector capacity statement.Reinforce engagement and coordination with key donors, technical working groups to enhance visibility and positioning of resilience & livelihoods programming.Capacity Building:Comprehensive training plan established for Frontline staff (TPCs, Grants and PNS coordinators/ managers)Frontline staff (TPCs, Grants and PNS coordinators/ managers) supported technically on project management (Design, planning, implementation, monitoring and evaluation).Regular field visit for coaching and mentoring conducted.Frontline staff (TPC, Grants and PNS coordinators/ managers) supported to develop implementation and monitoring tools.Quarterly TPCs/Technical Projects implementation performance review conducted with the clusters.Standardized R&L training packages for CPMs and resource materials developed and regularly updated for consistent use across all clusters.Monitoring, Evaluation & Planning:Develop Logical frameworks (logframes) and theory of Change models tailored to food security, resilience & livelihoods interventions.Support baseline, midline and final evaluation of programs and projects.Create standardized planning templates for project design, budgeting, and resource allocation.Support DME team in the development of toolkits and manuals for consistent implementation of the IPF across clusters developed.Technical input: Support and review the procurement processes for livelihoods-related equipment, materials, and services to ensure technical specifications and quality standards are met.Collaborate with supply chain, operations, and finance teams to ensure timely and efficient delivery of inputs, including materials, tools, and resources necessary for effective project execution.Collaborate with P&C for recruitment, training, and technical onboarding of project staff, ensuring roles are well-defined and capacities are built for high-quality program delivery.Mainstreaming: Ensure the systematic integration of child protection, gender equality, and disability inclusion into all phases of the IPF.Provide capacity building and technical support to field teams and partners on mainstreaming cross-cutting issues, including the use of tools and guidelines for inclusive and protective programming.Collaborate with MEAL and sectoral teams to track, document, and report on the impact of Livelihoods programs on vulnerable groups, ensuring evidence-based learning and accountability for inclusion outcomes.Other:Lead knowledge management and documentation by capturing lessons learned, success stories, and good practices, ensuring cross-team learning, donor compliance, and global visibility of innovations.Maintain clear and organized records for compliance with donor and audit requirements.Foster Innovation through training on climate-smart agriculture, agroecology, financial literacy, and promotion of farmer-led innovation and peer learning.Promote sustainable natural resource management and resilience through approaches like FMNR, functional community breeding and seed production centers, and integration of DRR within program frameworks.Coordinate strategic partnerships and align programs with government and development partners, enhance monitoring and learning systems, and ensure alignment with national strategies for long-term impact.

KNOWLEDGE AND QUALIFICATIONS FOR THE ROLEUniversity degree in Agriculture, Agricultural Economy, Food Security or related discipline or additional credentials or certificates in specific sector-related topics such as rural agriculture, economics, climate change, resource planning and agriculture production.7 years in managing livelihood program/project management, preferably in a senior position in international NGOProven expertise in Resilience programming, Livelihoods development, Food Security, and Climate-Smart Agriculture.Strong understanding of value chains, market systems, and economic development.Knowledge of disaster risk reduction (DRR), natural resource management, and climate adaptation strategies.Experience in developing theory of change, log frames, and technical program budgets.Demonstrated skills in project design, planning, implementation, monitoring and evaluation, and report writing.Proficiency in knowledge management, learning systems, and technical capacity building.Fluency in French and English.Excellent project management skills and good understanding of the project life cycleExcellent understanding of best practice Food Security/Livelihood approaches in community developmentExperience with development project management tools such as logframes, monitoring and evaluation tools and budgets. Excellent supervision skills, including training, mentoring and supporting staff.Excellent written and verbal communication skills, including report-writing and formal communication skills.Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook).Strong negotiation skills.Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.Emotional and spiritual maturity and ability to lead a team of professionals.Good understanding of World Vision and Sphere relief standards.Knowledge of and adherence World Vision and Sphere relief standards.Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
