Job Description:

PURPOSE OF POSITION:

The purpose of this role is to lead the development, maintenance, and quality assurance of Research, Monitoring, Evaluation, Accountability, and Learning systems that ensure World Vision’s programming is aligned with donor and partnership requirements, meets Core Humanitarian Standard (CHS) commitments, and contributes to child well-being outcomes. The role ensures timely and accurate reporting on implementation progress, facilitates ongoing evaluations to support adaptive management, and guarantees that key data is readily available for communication, advocacy, and proposal development. It also includes building the capacity of staff, ensuring methodologies generate credible evidence of results and impact, and leading data collection for donor and partnership reports, including the bi-annual Child Well-Being (CWB) report.


The REALM Manager provides strategic leadership to ensure accountability, monitoring, evaluation, learning, and research systems are functional, efficient, and impactful in advancing programme performance and child well-being. The role ensures high-quality evidence generation, facilitates data-driven decision-making, and fosters collaboration with academia and co-chair the MEAL working group under the Resilience and Recovery Pathways for Iraq (RRPI) initiative
 

MAJOR RESPONSIBILITIES

Accountability, Monitoring, Evaluation and Quality Assurance 

•    Establish and maintain a robust REALM system, ensuring integration with World Vision’s REALM Framework, CHS commitments, and child well-being (CWB) outcomes.
•    Ensure quality M&E is incorporated into project designs and budgets, aligning with donor and partnership requirements.
•    Lead the rollout and ensure timely delivery of WV partnership initiatives and tools (e.g. ENOUGH campaign monitoring, IPF, REALM Framework, WV Relief Impact Reporting, ASM, AIM).
•    Supervise evaluations, baseline studies, and real-time monitoring, ensuring reports provide high-quality, actionable insights.
•    Ensure accurate and timely submission of REALM-related reports to the Middle East and Eastern Europe Regional Office (MEERO) and WVI partnership.
•    Identify and integrate innovative approaches and technologies to improve REALM processes.
•    Provide technical support to project teams on logical frameworks, M&E plans, and alignment with donor and WV formats.
•    Ensure that M&E processes focus not just on compliance, but also learning, impact assessment, and strategic improvement.
•    Support the recruitment, training, and coaching of REALM staff, while managing technical consultants as needed.

Research, Learning, and Evidence Generation 

•    Lead the design and implementation of applied research initiatives that inform program learning, advocacy, and policy influence.
•    Develop and strengthen partnerships with academic institutions to co-design research studies and evaluations that align with WV Iraq’s strategy (climate change, peacebuilding, livelihoods, protection, WASH, education).
•    Oversee the production of knowledge products (e.g. research briefs, case studies, thematic reports) and lead efforts to disseminate findings across internal and external platforms.
•    Coordinate learning and reflection events across projects and technical sectors to promote adaptive programming.
•    Promote the integration of child-participatory M&E and ensure the inclusion of community voices in learning and evidence use.

RRPI MEAL Coordination and Consortium Engagement 

•    Serve as Chair of the Resilience and Recovery Pathways for Iraq (RRPI) MEAL Technical Working Group, providing thought leadership, technical direction, and alignment across consortium members.
•    Ensure harmonized MEAL frameworks, data quality standards, joint evaluations, and learning across the RRPI initiative.
•    Foster a collaborative MEAL environment within the RRPI consortium, ensuring shared ownership of learning and adaptive management practices
 

Program Design and Strategy Measurement 

•    Provide MEAL leadership to the design of new proposals, ensuring alignment with WV Iraq’s national strategy, donor standards, and sectoral best practices.
•    Embed measurement frameworks into new designs and support the GAM team and TAs with logframes, indicators, M&E plans, and evidence-based justifications.
•    Lead the tracking and reporting of progress against strategy indicators, CWB targets, and global mandates (e.g. PCPR, GNOD, DM Scorecard).
•    Ensure WV Iraq complies with all Category II and III partnership AM&E mandates.

Information and Knowledge Management/Sharing
•    Develop and maintain systems for project and program data management, including integration with Horizon, LEAP, and Petal platforms.
•    Facilitate knowledge sharing and documentation across projects, ensuring lessons learned are captured and disseminated.
•    Support the Communications team in providing accurate and timely data for publications, advocacy, and donor relations.
 

Humanitarian Accountability
•    Lead roll-out of accountability standards such as PAF, AAP, and Do-No-Harm, ensuring MEAL staff have capacity 
•    Ensure tools and technologies for HA are funded, available and used by projects
 

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

•    Master’s degree in a relevant field.
•    Advanced written and oral English skills. (Ability to express ideas clearly and effectively, both in spoken and written English).
•    Excellent analytical and problem-solving skills.
•    Understanding of the workings of major donor agencies.
•    Knowledge of project cycle elements, M&E and Accountability systems design and management.
•    Understanding of integrated rural community development programming and processes.
•    Thorough knowledge of MS Office, Lotus Notes and data management and analysis software such as SPSS.
•    Demonstrated knowledge and experience in Accountability and Strategy development/monitoring 
•    Strong capacity building and facilitation skills.
•    Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina.
•    Self-starter who can work independently under pressure and who has ability to manage work tasks without direct supervision. 
•    Strong ability to work with and relate to diverse personality types, to practice relational and ideological tolerance, and to contribute to a positive organizational culture. 
•    Ability to maintain performance expectations and healthy social interactions in psychologically stressful environments and physical hardship conditions with limited resources.
•    Willing to travel as required.
•    Able to live and work within a fragile context and restricted environment.
•    Commitment to World Vision Core Values, Vision and Mission Statement.
•    Familiarity with M&E and accountability requirements of major donors such as EU, ECHO, DFID, CIDA, AusAid, etc.
•    Minimum three (3) years’ experience in M&E systems/process design and management.

•    Experience working in fragile context

License, registration, or certification required to perform this position

1.    Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, especially the use of SPSS / “R” software’s for quantitative analysis. 
2.    Thorough knowledge in writing technical MEAL reports is essential.
