Summary The Regional Section Chief (RSC) supervises Regional Field Medical Coordinators (RFMCs) and Field Medical Coordinators (FMCs) within their region, ensuring effective healthcare for individuals in ICE custody. Responsibilities include policy development, training, and collaboration with stakeholders. After-hours availability required This position is only open to current USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position Responsibilities DUTIES AND RESPONSIBILITIES: Under the direction of the Chief of FMCU, the RSC directs the Regional Field Medical Coordinators (RFMCs) with addressing taskings, effective management of operations and case management of patients in the contract facilities, ensuring timely and appropriate responses to inquiries, site reports, iTMS taskings. The RSC provides oversight of program activities and policies related to oversight of the RFMCs including the conduct of all aspects of management of assigned functions related to taskings, training, project management and program development. Assists the Unit Chief, RFMCs, Senior Field Program Administrator (SFPA) and Senior Field Training Program Officer (SFTPO) in the development and presentation of training for FMCU staff. Assists with the development and revision of policies as needed. Serves as rater for mid-year, annual and interim/transfer performance evaluations for RFMCs and reviewing official for FMCs in their respective regions and advises Unit Chief and RFMCs on personnel matters for their respective regions. Collaborates with the SFPA in developing, evaluating, and coordinating improvements of systems and processes affecting the integration of multiple healthcare disciplines, e.g. (process improvement, risk management, patient safety, managed care). Reviews and provides guidance to RFMCs on incidents, sentinel events, and potential litigation matters. Independently performs a variety of functions which include fact-finding, analyzing data, and resolving complex problems. Conduct continuous data analysis to identify areas for improvement and enhance team collaboration to support sound decision-making. Advises Unit Chief, RFMCs and Senior Field Program Administrator (SFPA) on policies and procedures impacting workload measurement and serve as operational liaison for their respective region. Responsible for providing first-line supervision & administrative oversight of the RFMCs & second-line supervisor of the Field Medical Coordinators (FMCs) for their respective region; delegates authority to subordinate supervisor and holds the supervisor responsible for the performance of the organizational unit. Briefs and advise the Unit Chief on agenda issues in preparation for activities and meetings and represents the office at these meetings, as needed. Coordinates various boards, meetings, and presentations; and identifies and/or devises respective support materials. Participate in scheduled Unit, IHSC, and agency meetings. In collaboration with SFTPO and Unit Chief, provides orientation and training for RFMCs onboarding in respective regions to include but not limited to supervisory expectations, operational priorities, personnel evaluations, leave accountability, officer development, and continuous on-the-job professional development. In collaboration with the SFPA and Regional Program Manager (RPM), assists with reviewing contracts and performing staffing analysis for the current and proposed non-IHSC facilities. Assists the FMCU Unit Chief with review and approval of ITMS taskings for their respective region and provides oversight of FMCU data analysis reports for taskings related to data and legal cases against ICE, U.S. Customs and Border Protection (CBP), Homeland Security Investigations (HSI), and CBP's Office of Field Operations (OFO) requested by OIG (Office of Inspector General), CRCL (Civil Rights & Civil Liberties), OSEC (Office of the Secretary), Freedom of Information Act (FOIA), congressional & media inquiries related to FMCU. Serves as SME to investigate and respond to high profile inquiries for Congress, State Senators, and National Civil Rights groups. The incumbent is responsible for collaborating with the US Department of Justice and other national and international government agencies to investigate the appropriateness of medical care. Responsible for data analysis and reporting of communicable and infectious diseases directly for the agency, DHS, Center for Disease Control & Prevention (CDC), Health Resources and Services Administration (HRSA), and works symbiotically with local, state, and international health departments regarding plan development and continuity of care. Liaises nationally with internal and external stakeholders-including Congress, state senators, national civil rights organizations, the U.S. Department of Justice, and other domestic and international government agencies-to investigate the appropriateness of medical care. Responsible for oversight of data analysis and reporting of communicable and infectious diseases directly for the agency, DHS, CDC, HRSA, and works symbiotically with local, state, and international health departments regarding plan development and continuity of care). Represents IHSC/FMCU in various program improvement, safety and quality care workgroups with sister agencies and other federal entities. Required to perform CPR/emergency care standing or kneeling. Requires physical exertion such as lifting objects greater than 30 pounds. Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more than oneself). Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Incumbent must possess Graduate degree in Nursing, Business Administration, Finance, Health Care Management, or related field plus a minimum of 6 years of professional experience relevant to the officer's category. Of the total professional experience, officers must possess at least 4 years of experience related to management, administration, or evaluation of public health programs. Two years of case management experience and experience developing case management programs based on evidence-based practice models with IHSC/FMCU is preferred. Incumbent must be a licensed Registered Nurse or an Advanced Practice Provider with extensive direct patient care experience, preferably within a correctional setting such as IHSC or BOP. It is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency. Meet the minimum education requirements for either a nurse, nurse practitioner, or physician assistant. Preferred, achieved and maintains status as a Certified Managed Care Nurse, ANCC Board Certified Nurse Case Manager or a Certified Case Manager through the Commission for Case Manager Certification as directed by IHSC through formal training and other means. If the incumbent does not possess any of the above, they will achieve one of the above within 36 months of onboarding. Preferred, active membership in Case Management Society of America (CMSA) and MCG certification. Knowledge of case management in the government setting and healthcare industry is required. Knowledge of ICE and IHSC, program policies, guidelines, and operating procedures. Knowledge of policy development. Ability to exercise a high degree of independence, initiative, judgment, and follow-through on a broad range of sensitive, complex administrative tasks. Flexibility and adaptability to sudden changes in schedules and work requirements. Knowledge and skill in Microsoft Office programs to include Microsoft Word, PowerPoint, Visio, Excel, and SharePoint are preferred. Experience in reviewing, writing, and revising policies, guidelines, and procedures. Maintains basic readiness status. Maintains CPR/BLS certification. Additional Information Duties Continued Work closely with leaders in the industry in facilitating safe, cost- effective, mission-critical endeavors in close collaboration with senior medical experts and the involvement of high-level stakeholders expanding globally (without borders) to ensure adequate healthcare and implantation of successful repatriation cases. This requires contact via teleconferences and/or telephone dialogue on a routine basis. Under the direction of the Chief of FMCU; manages and/or oversees performance of component projects, while working to promote and ensure ultimate success of the program. Responsible for efficient utilization and allocation of appropriate resources (i.e. RFMC/FMC assignments, travel costs, etc.). Reviews & approves training and travel requests. Participates in planning/managing and evaluating processes that impact the operation of the Unit. Maintains awareness of unit operational issues. Provides guidance and participates in the hiring, review, and selection process for regional as needed. Participates in process redesign teams; initiates and executes special projects. Provides guidance, mentorship, and officer development for RFMCs under direct supervision. Administers internal review, quality, and productivity initiatives for the Unit. Assists the Unit Chief with program reviews, evaluations, and the development of strategic and improvement plans. Conducts analytical studies on operational processes and serves as the primary point of contact for leading assigned projects. Contribute to development and submission of quarterly and annual reports, i.e., Strategic Plan MAP/KPIs, training, Business Plan Updates, etc. to the FMCU Unit Chief. Provides coverage and support for Unit Chief, other RSCs and RFMCs as needed (e.g., leave, TDY assignments, etc.). Assesses and ensure adequate coverage for their respective regions is maintained throughout the calendar year (e.g., TDY and leave absences). TDY as needed to provide clinical care support at IHSC-staffed detention facilities with critical staffing needs. Travel shall be required for up to 20%. Available after hours via cell phone or email to address urgent or emergency issues and provide updates to IHSC leadership as needed. Other duties as assigned. SUPERVISORY CONTROLS: The RSC works under the general supervision of the IHSC Field Medical Coordination Unit Chief. Assignments are generally long-term, recurring, or broadly defined in nature. The officer independently plans and organizes their work, determines the sequence of tasks, and selects or develops appropriate methods. Assistance from subject matter experts is rarely required. Work is reviewed based on the achievement of objectives. Guidelines may be applicable to portions of assignments but often contain inconsistencies or are only partially established. The officer exercises judgment in interpreting and adapting existing policies, regulations, precedents, and directives-such as Public Health Service (PHS) policies-for application to specific situations. This requires moderate modification, innovation, and the selection of appropriate methods from available options. The officer evaluates outcomes and recommends updates to guidelines or program policies. Any significant modifications or innovations to established procedures must be clearly documented and approved. The officer keeps the supervisor informed of project status and consults on significant issues as needed.
