Job Description POSITION SUMMARY: The Regional Director has the authority and responsibility for the day-to-day operations and long-term planning for the assigned Residential Care Facilities for people with developmental disabilities. The Regional Director manages Program Administrators and other employees in all aspects in the operation of the homes. The Regional Director has responsibility for communicating as the primary contact with families, regional centers, licensing agencies and other governmental agencies for the homes that have been assigned. Provides operational updates to the Vice President timely or as requested. The position ensures that any suspicion of or knowledge of suspected abuse is reported in accordance with the law and program policies. "Mandated Reporter" (SOC 341). DUTIES AND RESPONSIBILITIES: Develops and monitors departmental budgets in association the Finance Business Partner Assures clear and concise accountability for all financial aspects of the assigned facilities, including but not limited to reviewing the financial statements and implementing revenue and cost effective initiatives Implements, evaluates, and provides feedback on policies, procedures, and strategies to increase positive outcomes in service delivery Assures legal, regulatory, and contractual compliance of the agency by directing staff to meet or exceed requirements of various regulatory agencies Directs programs to maintain staff structure to ensure comprehensive 24 hour support to the individuals served by adhering to approved program designs Works in conjunction with Program Administrators and management to identify and establish necessary and appropriate staff training needs in conjunction with Elwyn shared services that meet or exceed regulatory standards Assesses quality of programs and program implementation including but not limited to policies, procedures, and best practices Maintains close monitoring of Special Incident Reports (SIR) by staff and follows up as a means of ensuring a safe environment for both the residents and staff Works closely with clinicians and managers on site by overseeing Program Administrators to ensure accountability to the expected standards of quality care Builds and maintains on-going relationship with funding and oversight agencies, families, guardians, advocates, and community service providers to maximize effective communication and follow-up compliance with regulatory standards Works in conjunction with regional centers, professional consultants, and corporate service departments to assure that records systems properly document that services delivered are properly recorded Communicates to Program Administrators the need for change in staffing for the delivery of services in meeting or exceeding the program plans, policies, and other written directives Supports and encourages departmental practices which promote confidentiality and privacy in the mitigation of risk and property loss, and preserves records as a vital link component of risk management Develops and maintains an organizational culture of team building, partnership, and collaboration in order to assure a climate which attracts, motivates, and retains high quality staff members in conjunction with the Human Resources Business Partner Assists Program Administrators in developing plans of corrections for licensure and certification for submission to regulatory agencies Ensures compliance with all licensure, certifications, and other standards Works cooperatively with Program Administrators and Elwyn shared services to meet Elwyn's core values Manages departmental purchasing through internal requisition process Regularly encourages feedback from staff and utilizes this feedback to improve client services and defined outcomes with written communications to Elwyn CA management and Elwyn shared services Conducts investigations of incidents of alleged staff misconduct as required Meets with regional centers, families, and consumers throughout each year and when deemed necessary to discuss services and expectations Facilitates crisis management situations by meeting with staff and providing written responses or engages other Elwyn shared services for resolution Works closely with Program Administrators to maximize overall home efficiency and operations Chairs work-task oriented groups to lead the agency planning efforts to design and implement programs and services responsible to the needs and aspirations of the people served Serves as an agency representative on various professional advisory groups and associations to gain best practices and to network with various provider or governmental organizations Maintains active communication with supervisory individuals on standards and current issues in quality service delivery Models the vision and core values of Elwyn in all aspects of decision-making, management, and direction to ensure staff engagement Provides staff training and general information meetings on all aspect of service delivery and corporate initiatives Monitors the implementation of the corporate annual training plans to staff ensuring requirements are met Evaluates the work of each Program Administrator within the programs periodically and reviews with each to promote professional growth and development Serves as a resource to staff members regarding concerns and issues in conjunction with the Human Resource Business Partner Maintains up-to-date operation manuals to ensure approved corporate policies and procedures are maintained utilizing best practices Implements changes in standards, policies, and practices including but not limited to new and revised cooperate policies, regulations, and other written directives Establishes effective communication mechanisms to disseminate necessary operational policies and practices Oversees the Program Administrators in all aspects of department programming, including residential program planning, program planning with day services professional consultants, and all other treatment services for residents Participates as a team member, when requested, in all major corporate policy development Evaluates 'budget versus actuals' and ensures that the agency operates within fiscal and budgetary expectations Reviews and assists in program audits of site and regulatory compliance and standards in preparation for Quality Assurance and other regulatory inspections and assists in the licensure and certification surveys in conjunction with the Program Administrators and other Elwyn support service departments Develops new goals, ideas, and implementation strategies for program development Provides supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination Performs cardiopulmonary resuscitation (CPR), crisis intervention, and medication administration using agency-trained protocols Performs other duties as assigned IMMEDIATE SUPERVISOR: Vice President, Elwyn California DIRECT REPORTS: Registered Nurse Administrators, Program Administrators, Office Assistant CONTACTS: Elwyn staff, Regional Center representatives, community agencies, parents/families/conservators, physicians, medical community, media network, consultants, licensing and regulatory personnel, donors, contractors EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS: High school diploma or equivalent; bachelor's degree in human services, psychology, nursing, social work, rehabilitation education, or related field preferred Minimum five (5) years experience in management, preferably in healthcare or social services Ten (10) years experience in long-term care, healthcare, social services, rehabilitation, or related industries Five (5) years direct experience working with individuals with developmental disabilities, medical fragility Expertise in clinical service delivery to individuals with disabilities Demonstrated strong knowledge of Title 17 and Title 22 regulations Maintains current knowledge of Life Safety Code requirements Demonstrates the ability to be cost conscious Non-profit human service experience highly preferred Demonstrated ability to work effectively as part of a team Ability to work flexible hours to meet the needs of the organization Ability to deal with crisis or problematic situations with diplomacy and good judgment in a positive and timely manner Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities Demonstrated strong attention to detail Demonstrated strong time management and organizational skills Demonstrated excellent judgment with the ability to independently and creatively solve problems and make decisions with little or no need for direct supervision Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions Must be able to perform CPR using agency-trained protocols Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; Access, Publisher and report-writer experience preferred Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred Must have current, valid driver's license in state of residence, three (3) years
