We are looking for a Reentry Services Billing Specialist for the Behavioral Health Benefits Section of the Behavioral Health & Incentives Coverage Office (BHIC)!
BHIC administers and oversees performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of the Department of Health Care Policy & Financing (HCPF) to improve access to cost-effective, quality health care services for Coloradans. Within BHIC, the Behavioral Health Policy and Benefit Division manages and implements Behavioral Health (BH) benefits and designs BH programs including initiatives to expand services and widen the BH safety net.
The Behavioral Health Benefits (BHB) Section of BHIC implements and monitors contracts requirements, operations, and performance improvement, including administering change at the federal and state levels, for Dual Special Need Plans (DSNPs), the capitated physical health initiatives, and the Capitated Behavioral Health Program administered by the Regional Accountable Entities (RAEs). This section interprets and operationalizes state and federal managed care and parity regulations. The BHB Section collaborates most closely with sections within the BHIC Office, the Finance Office’s Payment Reform and Rates teams, and the Cost Control and Quality Improvement Office (CCQI), especially the Accountable Care Collaborative team, to develop and implement outcome metrics and process improvement monitoring for the Medicaid managed care contracts. BHB oversees alignment and reporting requirements as outlined in State and Federal Rules, Regulations and Legislation as well as CMS waiver authorities governing BH services and oversight of the corresponding policies and communication avenues necessary to support alignment and reporting requirements.
This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

WHAT YOU'LL BE DOING AS REENTRY SERVICES BILLING SPECIALIST:
+ Support implementation of the Reentry Services component of the 1115 waiver, in alignment with the goals of the Reentry State Planning Grant.
+ Assist with the development of billing or reimbursement processes for 1115 reentry services and manages relevant contractors.
+ Support implementation of inter-agency policy and procedures between HCPF, contractors, state agencies, correctional facilities and stakeholders.
+ Contribute to the implementation of the Reentry demonstration processes, guidelines, rules, and standards in alignment with the Reentry State Planning grant requirements and broader 1115 waiver requirements.
+ Work with stakeholders, contractors, correctional facilities, and Department staff and other state agencies to provide technical assistance on reentry services and billing.
+ Manage contracts and supports the development of reimbursement processes for 1115 Reentry Services.
+ Provide technical assistance and ensure thorough stakeholder engagement throughout the lifecycle of the Reentry State Planning Grant, and collaborate closely with the Work Lead and reports to the unit supervisor.
+ Term-limited position funded through 7/31/2026 with potential for extension.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Six (6) total years of professional experience in behavioral health, medical billing, criminal justice or an occupational field closely related
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in Healthcare Administration, Behavioral Health, Health Policy, Public Policy, Public Health, or a related field
AND
Two (2) total years of professional experience in behavioral health, medical billing, criminal justice or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
+ An associates will count as two years of experience
+ A bachelors will count as four years of experience
+ A masters degree will count for six years of experience
+ A doctorate or juris doctorate degree will count for seven years of experience
