About this Job
Function of Work:
The Board of Elementary and Secondary Education (BESE) provides leadership and creates policies for education that expand opportunities for children, empower families and communities, and advance Louisiana in an increasingly competitive global market. The Board exercises supervision and control over public elementary and secondary schools, special schools, and failed schools under its jurisdiction and has budgetary responsibility for all funds appropriated or allocated by the state for those purposes. This position is funded with State General Fund (SGF) funds within the Administrative Program expenditures and assists BESE in fulfilling its administrative responsibilities.
Minimum Qualifications
A bachelor's degree plus three years of experience in records management or records preservation.
Preferred Qualifications:

+ Knowledge of and experience working with education policy and law
+ Excellent written and verbal skills
+ Advanced proficiency in Microsoft Office
+ Exceptional project management and organization skills

Job Duties and Other Information
Job Duties:
Responsibilities include, but are not limited to:
+ Archivist and official depositor of Board minutes, records, and Board members’ biographical information and official photographs;
+ Supervises and implements the BESE Records Retention policy annually;
+ Maintains the Records Retention schedule;
+ Directs a comprehensive records management program, including research for the State Board;
+ Creates meeting agendas, motions, and reviews recommendations for Committees, as assigned by the Executive Director;
+ Compiles the “Unofficial” and “Official” minutes of the Board;
+ Prepares special reports, performs necessary research, develop recommendations, and answers correspondence;
+ Prepares yearly updates and revisions to the Louisiana Administrative Code;
+ Regulates rulemaking authority of State Board in compliance with the Administrative Procedures Act promulgating all rules for the Board in compliance with the Administrative Procedures Act (APA);
+ Serves as liaison between State Board Office and the Office of State Register in promulgation of rules for BESE and codification of Bulletins/policies;
+ Serves as liaison between State Board Office and Legislative Fiscal Office in the coordination and approval of Fiscal Impact Statements in a timely manner following Administrative Procedures Act (APA) Guidelines; and
+ Attends training sessions that facilitate the conduct of Board business.
