GENERAL DESCRIPTION:
Come join the Wyoming Department of Corrections. The Cheyenne Central Office is seeking a Records and Data Management Analyst. This position is multifaceted to assist the WDOC administration team. Works with multiple teams within the WDOC, reviews various databases, including quality control. Coordinates with senior-level IT-related issues and projects. Guides staff in planning, updating, and implementing the direction of information technology resources and roadmaps to achieve success. This position works with other law enforcement agencies to ensure a smooth coordination of criminal justice records.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
+ Develops strategies and administers programs relating to acquiring, preserving, managing, and providing access to various records of the WDOC, specific to the Monitor program and the Facility force database.
+ Provides coordination and leadership to a records or data management unit or department.
+ Oversees internal case management database within the Facility Force database.
+ Analyzes all areas in order to provide the agency with concrete tools to monitor program and project effectiveness, to conduct long and short-range planning, policy review, and program management.
+ Arranges and describes permanently valuable records according to professional guidelines and practices to aid the retrieval of information and maintain the evidential value of the records.
+ Responsible for the application of standards and tools for the design, creation, and delivery of records and data management.
+ Responsible for the evaluation and analysis of collected data.
+ Establishes methodologies for the abstraction of data from multiple record sources to ensure the consistent collection of financial expenditure.
+ Establishes and maintains procedures for processing, storing, correcting, amending, and quality assurance of data.
+ Recommends and makes program enhancements; devises new methods of completing the workload of subordinates.
+ Compiles data and performs statistical analysis duties.
+ May coordinate with the Department Research Manager and Tech. Support manager to provide data, graphs, and reports to the WDOC administration team
+ Reviews and edits internal Wyoming Criminal Justice Information Network (WCJIN) Operations and Security Policy as needed .
+ Maintains, stores, and archives records and documents.
+ Appointed NCIC (National Crime Information Center) Terminal Agency Coordinator
+ Make recommendations with regard to policy and procedural issues.
+ Oversees or assists in hardware and software acquisition and development purchases with regard to/for records and data management and installation of hardware and software.
+ Leads the production of annual reports.
+ Leads development of RFPs and contracts.
+ Assists with reference requests.
+ Fulfills data requests and interprets data for various constituents, including citizens, consulting firms, industry, and other agencies.
+ Develops specialized record storage system(s) user manual updates.
+ Trains others on the use of specialized record storage systems) data inquiry and querying.
+ Coordinates the exchange of data from specialized record storage systems (s) with other internal and external systems.
+ Agency liaison for certain contracts and associated exchange of services between the agency and contractor(s).
+ Supervises the maintenance, completion, and retention of a large and complex records system.
+ Advocates for the ethical, legal, and open management of records and data.
+ Compiles data and performs statistical analysis duties.
+ Coordinates a program of records or data management that is agency, program or project specific.
+ Inventory of Technogogy equipment.
+ Collaborate with ETS and the security contact for Data Management
Qualifications
PREFERENCES:
Preference given to candidates with a Bachelor's Degree in Business Management and five years of work experience in Records and database management.
KNOWLEDGE:
+ Knowledge of office work procedures, standards, and practices.
+ Knowledge of theories, principles, and practices of archival science.
+ Knowledge of governmental records systems.
+ Knowledge of principles and concepts of program management and project management.
+ Knowledge of basic statistical compilation and analysis.
+ Knowledge of Microsoft programs and Google software
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Records or Data Management)
Experience:
0-3 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II
