CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. Position Summary Four Real Property Specialist positions are available with Colorado State University’s ( CSU ) Center for Environmental Management of Military Lands ( CEMML ). The Real Property Specialists will initiate, plan, formulate, develop, and execute programs relevant to real property acquisition, management, and disposal for the Air National Guard ( ANG ) Readiness Center. Two Specialists will be hired at the GS-11 experience equivalent and two will be hired at the GS-12 experience equivalent. These positions have hybrid or full remote potential, but preference will be given to candidates who are able to regularly report to the ANGRC at Joint Base Andrews, Maryland. Relocation expenses are not available. Travel to other military installations and locations will be required. Under the direction of an Real Estate Chief, the successful candidates will oversee real property programs and actions at multiple ANG bases and operating locations within the U.S. and its territories (including Guam, Virgin Islands, Puerto Rico) and will investigate and formulate the resolution of complex real estate initiatives to ensure real estate objectives of the Federal Government, ANG , and States affiliated with the Guard units are met. The Real Property Specialists will assist the Real Estate Chief with the formulation, dissemination and oversight of ANG Real Estate Execution and policy and procedures at assigned ANG units located within the U.S. and its territories. They will develop, justify, and coordinate documents with Air Staff to direct ANG real estate execution policy and procedural changes at assigned units. They will personally confer with the Air Force Civil Engineer Center ( AFCEC ) and other Major Command Real Estate Directorates in regard to ANG Real Estate Management and execution actions, programs, and policies at units of assignment. The Real Property Specialists will directly interact with ANG Programming and Requirements branches to provide in-depth information on the implementation and execution of long- and short-range real estate plans, requirements, and projects. They will conduct Staff Assistance Visits/Inspections to units of assignment to evaluation the effectiveness of real estate execution management objectives and provide additional training on real estate execution actions. They will assist with recommendations to resolve complex real estate problems and projects as appropriate. Training duties include acting as a member of the ANG Real Estate Curriculum Team, which develops the ANG Real Estate Curriculum and Lesson Plans and instructs ANGRC Real Estate Classes. The Real Property Specialists will also be responsible for accountability, the accuracy, and submission of real estate reports and accounting real estates records that are prescribe by HQ AF/A4 or Congress. They will review and adjust real property accountability procedures to meet requirements, resolve problems, and evaluate effectiveness of real estates execution management. They will work directly with AFCEC and Secretary of the Air Force Financial Management ( SAF /FM) personnel to formulate effective ANG funds management procedures required to balance Real Estate General Ledger Accounts at the unit level. The Real Property Specialists will also utilize knowledge of Air Force Real Estate Acquisition and Disposal laws, regulations, and policy directives and instructions to formulate and adapt real estate acquisitions/disposal procedures to meet the requirements of the ANG Federal/State real estate interest requirements. Successful candidates will have knowledge of Air Force real estate and experience interpreting and adapting processes and procedures to meeting AFCEC and ANG unique real estate goals and objectives. Experience with various real estate instruments and instrument content requirements to effectively advise ANG units on the appropriate instrument, amendment, renewal or disposal application is required. Required Job Qualifications + Bachelor’s Degree. + At least 5 years’ experience with Air Force real estate, especially interpreting and adapting processes and procedures to meet AFCEC and ANG real estate goals and objectives. + Knowledge of various real estate instruments and instrument content requirements to effectively advise ANG units on the appropriate instrument, amendment, renewal or disposal application to ensure property rights obtained meet ANG unique mission requirements. + Ability to effectively communicate both verbally and in writing. + Experience with real estate software applications (e.g., Work Information Management System [ WIMS ], Project Data System [ PDS ], Accountable Property System of Record [ APSR ]) or equivalent. + Must have a valid driver’s license or the ability to obtain a driver’s license by the start date. + The successful candidate must be legally authorized to work in the U.S. by the proposed start date; CEMML will not provide visa sponsorship for this position.
