The Construction and Facilities Management Office (CFMO) is the principal advisor to the Montana Adjutant General regarding all real property, facilities, construction, and environmental management programs for the Montana Army National Guard (MTARNG.) CFMO manages the sustainment and recapitalization of existing real property and the construction of new facilities. The centralization of the construction and facility management expertise in CFMO enables the division to efficiently and resourcefully support the individual missions of MTARNG, Montana Disaster and Emergency Services, Montana Youth Challenge Academy, STARBASE and Montana Veterans Affairs. CFMO manages over 1,600 assets: roughly 2M square feet of facility space and 32,000 acres of land. The Department of Military Affairs (DMA) is looking for a Real Property Specialist for the CFMO Division. The position provides technical assistance and support to the statewide program of construction, operation, and maintenance of DMA facilities and property. This includes administering the DMA’s real property program to ensure the effective management of DMA assets statewide and to ensure adequate support for military missions, cost effectiveness, and compliance with local, state, and federal law. *Duties:* · Conducts in-depth research of field inspection reports, engineering drawings, specifications, plans, blueprints and maps to establish data for input pertaining to legal building dimensions, footage, type and cost, exterior utility systems, pavements, plants, miscellaneous structures, land areas reflecting metes, bounds and bearings, etc. · Performs and maintains an inventory of federal and state real property throughout the state including real estate, fixed assets and installed property in accordance with National Guard and Army requirements. This includes conducting on-site regular and special inventories on existing facilities and major installed real property; accomplishing inventory adjustment actions as necessary; and processing inventory updates and records maintenance using various automated systems and in compliance with state and federal regulations. · Conduct Quality Assurance/Quality Control (QA/QC) actions to ensure all real property records are maintained in an audit-ready status. · Analyze and interpret regulatory updates and determine best courses of action to maintain compliance. · Issue and maintain key control logs and registers in accordance with ARNG and Army regulations. This includes performing key audits and maintaining the key control standard operating procedures as regulatory changes occur. · Perform a variety of other duties in support of ongoing CFMO functions. This includes completing special projects, attending meetings and conferences, participating in ongoing training and educational programs as directed, and filling in for other managers (e.g. the Branch Chief) and staff as needed. *Minimum Qualifications:* · Associate’s Degree in accounting, finance, business administration, public administration, data entry, book keeping, auditing, or a related field · Two years relevant experience in inventory/asset management · Other combinations of education and experience may be considered. *Skills/Knowledge/Abilities:* · Knowledge of the principles and practices of a variety of related professional fields including; business administration including, cost analysis, and negotiation; state and federal classification, asset management, and procurement statutes; cost estimating methodologies; and Department policies and procedures. · Ability to interpret building design and construction documents with assistance, , learn, understand, interpret and apply federal and state statutes, regulations, and procedures. · Skill in the use of computers and office software – word processing, spreadsheets and databases. · Must have demonstrated ability to work and engage in diverse working environments. · This position requires 25% or more travel within the state, periodic out of state travel, working in adverse outdoor environments periodically. Primary business is conducted in an office setting.
