Responsibilities Responsible for assisting in the overall operation, safety and administration of the Camp Elmore Firing Range business activity. Efficiently operates the facility, maintains all facility records and files such as daily preparation of accounting records; operational and inventory reports, or other reports as needed. Conducts morning cash drawer consolidation to ensure the evening deposit is correct. Schedules, initial training, continuing instruction and efficient utilization of all personnel. Cleans firearms using chemical solvents, oils and lubricants and conducts periodic inspections of the range hazardous material storage areas. Ensures compliance with all relevant safety and environmental regulations. Cleans/charging bay and target carriers, and retail space and prepares shooting bays for customers. Ensures the Indoor Shooting Range is secured at the close of business. Manage all Shooting Range Employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Communicates with all stakeholders, including customers, associates and all management levels. Completes all required training to maintain Firearms eligibility. Operates a personal computer (PC) and peripheral equipment to produce a variety of civilian and military correspondence, spreadsheets, charts, reports and graphs, using a wide variety of software programs. Enters data, produces a variety of correspondence, reports and recaps. Will also be responsible for maintaining Camp Elmore Shooting Range online presence, including Facebook updates and correspondence, the submission of website updates to webmaster, and updating the Range online calendar of events. Enters customer household data into the shooting range POS system. The Range Operations Manager is a point of contact for Military Commands and law enforcement and will schedule and prepare Command/organizational shoots and special range requests and prepare quotes and invoices. Ensures an adequate stock on the floor related to range accessories, targets, ammunition and related equipment rental etc. Responsible for inventory of firearms and ammunition, ensuring proper handling, storage, accountability and compliance with all related security and storage regulations. Supervises and conducts inspections and checks of rental firearms to determine that rental firearms are safe to fire and determines when rental firearms require replacement. Orders and prices firearms, ammunition, targets and other accessories for range use. Prepares and maintains all facility records and files such as the range facility daily opening and closing checklists related to safety and housekeeping, daily preparation of accounting records, operational and inventory reports, environmental reports and other reports as needed. Focuses on solution-based selling, offering applicable accessories and services to the customer in addition to the rental of the firearm. Required to strictly adhere to all governing bodies processes/requirements including but not limited to: ATF, FFL, DOD, Marine Corps, State, Corporate and local command for handling, receiving, transferring, inventory management, and records management for all weapons and ammunitions. Ensures that Range Safety Officer Course and Military rifle and pistol qualification are conducted following the existing regulations, and that appropriate records are maintained. Will certify Officer in Charge (OIC) and Range Safety Officer (RSO) for each command. Serves as Range Safety Officer (RSO) while on duty and may be scheduled exclusively as RSO. Maintains familiarity with military and National Rifle Association and Civilian Marksmanship Programs. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications A minimum of two years of experience in military and/or recreational shooting operations and safe handling of firearms and ammunition AND an NRA instructor certification is REQUIRED. Must possess the skill to demonstrate activities and use of related facility equipment. The ability to learn applicable MCCS policies and procedures and must adhere to all Standard Operation Procedures (SOPs). Must be a qualified instructor (or Army equivalent) National Rifle Association Certified Firearm Instructor, or Virginia Department of Criminal Justice Services Firearms Instructor) train the trainer. Basic knowledge of Range Facility Management Support System (RFMSS). Knowledge of business mathematics, cash handling procedures, and merchandising methods preferred. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. (Must be 21 years old) FOR POSITIONS INVOLVING FIREARMS/AMMUNITION ONLY: This is a ¿covered position¿ for the Domestic Violence Misdemeanor Amendment to the Gun Control Act for Department of the Navy civilian personnel. Due to contact with firearms, or ammunition in accomplishing work, DD Form 2760 certifying whether a ¿qualifying conviction¿ for a misdemeanor or felony crime of domestic violence has occurred MUST be completed. The continuing obligation to notify the immediate supervisor of any qualifying conviction through completion of DD Form 2760 is REQUIRED. Ability to successfully obtain/maintain a Tier 3 background investigation.
