Quantity Surveyor Qualifications (Mandatory)  Bachelor’s degree in Quantity Surveying or an Engineering discipline. Experience Minimum 12 years of experience, preferably within the oil & gas or petrochemical sector. Strong background in: Tendering, contract management, outsourcing activities, and contract administration. Cost estimating and preparation of commercial documentation. Experience with ERP procurement/outsourcing modules (e.g., SAP or equivalent). Proficient in MS Office applications. Strong negotiation, presentation, time management, and organizational skills. High level of proficiency in written and spoken English. Ability to work effectively under pressure and meet tight deadlines. Primary Duties & Responsibilities Tendering & Contracting Prepare tender and contract documentation based on the scope of work and bill of quantities. Participate in technical evaluations and lead commercial evaluations of tenders. Serve as a focal point for coordination with internal functions such as Legal, Finance, and Tender Committees. Ensure full compliance with internal procedures throughout the contracting process. Cost Engineering & Estimation Develop and maintain total installed unit cost data for various oil & gas and infrastructure projects. Upload and update cost information in the internal cost estimation database. Define applicable rates, estimation strategies, and allowances for preliminary and general items. Review and validate contractor invoices and submissions related to cost evaluations or claims. Project Financial Administration Act as the designated representative for all matters related to cost engineering, budgeting, and invoicing for projects managed by the relevant engineering departments. Endorse Contract Request Documents (CRDs) for tender initiation.
