**Quality Assurance Monitoring and Testing** **– C14**
Control Testing Utility (CTU) is an Independent function within the COO organization, responsible for Quality Assurance, Monitoring & Testing of key controls for conformance with applicable requirements to strengthen risk management. The CTU activities span the execution of Control Design Assessments, design of Monitoring and Testing Tools, assessment of the design of such tools, and execution of monitoring and testing of controls in accordance with the MCA Procedures. The outcome of these assessment and testing activities is intended to assess the overall effectiveness of Key Controls mitigating they applicable risks within the business processes.
Client CTU team is responsible for assessing the adequacy of Controls, Monitoring and Testing Tools that are owned, designed and operated by the Client segment business teams.
This position will report to the Client CTU Head. Depending on the assignments, the incumbent is required to be able to work on their own, or lead and manage resources designated to specific tasks or projects under their remit, as and when appropriate.
The incumbent will also be required to conduct such related activities when required to load balance among the C14s within the Client CTU, or to drive initiatives across multiple CTU teams.
Quality Assurance and Testing Manager is required to have in-depth experience of control design assessment, monitoring and testing practices at Citi or similar activities in other peer firms. When required, the incumbent is responsible for leading discussions with stakeholders on assessments and findings and identification of remedial actions and as such will possess strong knowledge of appropriate and effective control design and is able to adapt them for application within the diverse set of businesses.
As well as assessment, monitoring and testing responsibilities, this role is responsible for detailed analysis of complex data sets in order to identify thematic views, insights and business intelligence, in order to drive quality improvements and remediation of issues and complex scenarios.
Strong communication and diplomacy skills are required to guide, influence, and convince others, particularly with respect to providing feedback on the adequacy and effectiveness of controls and any remedial actions required as part of controls assessments.
**Responsibilities:**
+ Manage assessment and testing activities
+ Responsible for the quality, completeness, and accuracy of the implementation of the Control Framework, including Risk Control Policy, Control Standard, Issue Management
+ Partner with key Client stakeholders to create assessment timelines and workload plans
+ Perform Quality Control reviews of assessments executed by the team
+ Provide managerial support to Client CTU Head and other team leads
+ Lead Client CTU or cross-CTU projects on process improvement and scenario-based solutions
+ Partner with Client stakeholders to identify thematic insights and drive improvements to effectiveness and quality of the controls
+ Engage senior management on tactical and strategic solution development.
+ Identify inefficiencies and pain points in the processes and work with stakeholders and enables to find and implement optimum solutions
+ Handle exception communications by confirming proposed outliers and reviewing them with control/control execution leaders from the covered business/function.
+ Support Client CTU in ensuring seamless adherence to the team’s mandate during peak periods as well as times of expected and unexpected change and competing priorities
+ Maintain relationships and drives accountability with partners, peers and other stakeholders to drive control assessment and testing's success in support of the business's strategy.
+ Assist management in guiding and influencing decisions that conform to business objectives
+ Support other relevant work efforts of the department where needed and as directed by their manager.
**Qualifications:**
+ 10+ years relevant experience.
+ Advanced knowledge and experience in controls design, execution and/or control testing.
+ Excellent understanding of MCA (Managers Control Assessment) or equivalent risk and control frameworks and processes at peer firms.
+ Experience working in global and complex settings with multiple stakeholders
+ Strong quantitative and qualitative analytical skills; must be able to generate insights from data and draw impact, conclusions, and recommendations
+ Problem solving mind-set; must be able to formulate effective solutions to complex problems
+ Strong communication, written and presentation skills.
+ Strong people and relationship management skills with the ability to influence others and foster a sense of collaboration.
+ Independent thinker and able to perform a credible challenge of businesses/functions.
+ Ability to work independently and effectively on virtual teams, including across different geographies and time zones preferred.
+ Excellent organizational skills; ability to multitask, shift priorities, track multiple ongoing processes, delegate as necessary, and track to immutable deadlines
