Job Title: Quality Assurance Engineer
Job Description

We are seeking a dedicated Quality Assurance Engineer to manage and enhance the construction QA program for a major project. This role involves ensuring contractor compliance with project plans, specifications, and approved submittals.

ResponsibilitiesReport to the District Orinda WTP Lime Tower and oversee 25 office locations under the Project Manager's direction during project planning and construction.Develop, plan, execute, manage, and update the District’s construction QA program, ensuring contractor compliance.Manage QA material testing and review submittals for contract conformance.Interpret technical specifications and issue field observations.Recommend issuance of deficiency notices for non-conformances.Attend and represent the District in contractor meetings for each definable feature of work.Review and approve daily field reports from contractors and QA inspectors.Review contractor packages for definable work areas.Engage proactively with the contractor's QA Manager and oversee their program.Manage QA consultants and District inspectors to ensure adherence to current quality control plans and specifications.Respond to urgent situations and provide resolution recommendations.Manage the administration staff to compile contractor packages in Bluebeam Studio Session.Utilize contractor as-built drawings for QA program management.Review three-week look-ahead schedules weekly and monthly CPM updates to manage the QA program.Monitor and enforce contract requirements.Coordinate with Field Engineers, QA inspection staff, and other teams to ensure quality construction and safety standards.Hold weekly QA meetings with Field Engineers and staff to review schedules and assignments.Participate in daily field huddles to review current issues.Regularly visit construction areas to review ongoing work.Perform additional duties as assigned by the Project Manager.Essential Skills5-10 years of experience, particularly in construction on water treatment or wastewater facilities.Bachelor's degree in Engineering, Construction, Mechanical, Electrical, or a related field.Strong client management and development skills.Proficiency in Bluebeam software and client software (Kahua).Field experience in construction and design experience.Strong communication and leadership skills.Additional Skills & Qualifications1+ years of construction experience related to water or wastewater facilities.Experience as a Resident Engineer or Construction Manager on $50+ million water/wastewater projects in California.California PE or CCM certification is highly desired.Experience with USACE projects is also preferred.Work Environment

The project is based in Orinda, CA, with a requirement of being on-site five days a week. The project has at least two years remaining, with opportunities for future work upon completion. A relocation package is available, if applicable.

Pay and Benefits

The pay range for this position is $80.00 - $95.00/hr.
