QA/QC ENGINEER (ELECTRICAL)

Airswift is currently seeking a highly experienced QA/QC ENGINEER (ELECTRICAL)  to join a leading Oil & Gas company in Qatar for a major solar project.

Qualification: Bachelor’s degree in Electrical Engineering (or equivalent) from a recognized university. IRCA Certified QMS Lead Auditor. Certification from IECEx-CoPC, CompEx, or equivalent internationally recognized schemes is desirable. Memberships or certifications from recognized institutions (e.g., ASQ-CMQ&OE, MCQI-CQP) are an advantage.

Experience: Minimum 15 years of experience in the construction of major Greenfield or Brownfield process plants in the Oil & Gas industry. Experience in Solar (Photovoltaic) Plants, Power Plants, or similar projects is desirable. Worked with major EPIC Contractors or End Users in a similar role with overall QA/QC responsibility for Electrical discipline construction and commissioning activities. In-depth knowledge of QA/QC processes, testing methods, and acceptance criteria for various electrical systems and equipment up to 440kV. Strong understanding and practical application of international codes and standards such as QCS, IEC, IEEE, BS, ISO, UL, IOGP, Shell DEPs, etc. Effective communication and coordination skills to interact with contractors, third-party inspectors, and stakeholders in a multicultural and multidisciplinary environment. Hands-on experience in preparation, review, and approval of Quality Plans, ITPs, QCPs, and MARs. Experience in inspection and testing of: EHV/HV/LV cables Motors (HV/LV), MCC, VSDs, DBs, EDGs, NERs Transformers, capacitors, CP systems, heat tracing, lighting, switchgear, and control panels Solar power systems: panels, controllers, inverters, batteries, UPS, SCADA, earthing, and LV/MV/HV distribution Field erection, installation, pre-commissioning, and commissioning Skilled in managing inspection teams, coordinating inspection and testing activities, and monitoring KPIs. Proficient in implementing Quality Surveillance Programs, Completion Management Systems (CMS), and associated tools such as Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), and Project Quality Health Check (PQHC) programs. Experience in conducting pre-qualification audits, QMS and quality compliance reviews, and contractor quality walkthroughs. Strong problem-solving skills and ability to resolve complex QA/QC-related issues and disputes in line with project specifications and scope of work.

Primary Duties and Responsibilities: Support contractors in identifying and submitting QA/QC documents (ITPs, QCPs, test procedures, MARs, etc.) aligned with the construction schedule; ensure timely review and approval. Assist the functional supervisor in reviewing and approving QMS, engineering, and procurement documentation; support the implementation of quality programs and resolve escalated issues. Ensure effective implementation of project QA/QC requirements at worksites, subcontractor, and supplier facilities. Organize and participate in Pre-Activity Review meetings, QA walkthroughs, and weekly QA/QC coordination meetings. Conduct surveillance and inspection of site and vendor QA/QC activities; address potential or actual non-conformities by initiating and managing corrective and preventive actions. Raise and track NCRs (Non-Conformance Reports) for recurring quality issues; support RCA, correction, and timely close-out of quality issues. Monitor the progressive compilation and traceability of Material Test Certificates (MTCs) and construction records. Ensure the implementation and effectiveness of the Preservation Management System. Verify that IMTE (Inspection, Measuring, and Test Equipment) registers are maintained and regularly updated by contractors; ensure calibration records are current. Confirm that contractors have appropriate systems, processes, and databases in place to track inspection and test status, including statistical analysis of test results. Monitor discipline-specific KPIs, special process performance, and personnel competency. Participate in project QHSE audits, vendor/subcontractor pre-qualification audits, and perform detailed audits/checks of ITPs, QCPs, method statements, and field activities. Supervise contractor/subcontractor/third-party inspectors and engineers; provide technical guidance and performance feedback to functional supervisors. Implement and enforce  Quality Management System requirements relevant to the Electrical QA/QC function. Work at the construction site under prevailing climatic conditions at least 50% of the time. Maintain personal safety and ensure the safety of others potentially impacted by  operations, whether directly or indirectly under your control.
