Description of Work Unit
TheWalter Scott, Jr. College of Engineering (https://www.engr.colostate.edu/) atColorado State University (https://hr.colostate.edu/prospective-employees/) consists of about 3,000 students enrolled in BS, MS, and PhD programs, 145 tenure-track and non-tenure-track faculty, and over 400 support staff and research scientists. TheOffice of the Deanmanages national accreditation for the College’s ten academic programs. The College conducts more than $75M of sponsored research annually in multiple buildings totaling more than 500,000 square feet of space, including classrooms, laboratories, centers and institutes.
TheEngineering Business Office (https://www.engr.colostate.edu/operations/ebo/) works closely with the CSU offices of Procurement, Business and Financial Services, the Travel Desk, and Telecommunications to coordinate the activities of the college with the university and to ensure compliance with and adherence to broader university initiatives and policies.
Position Summary
The Purchasing Operations Coordinator engages in operational work activities by serving as a subject matter expert on all purchasing matters for faculty, staff, and students of the college. This role is responsible for participating in developing and executing operational procurement strategy for the college by utilizing wide-ranging knowledge of varied purchasing, including Federal, State, and University policies and regulations.
The position must utilize creative problem-solving skills to develop solutions for complex concepts by working independently to interpret and communicate university regulations and policies for overall procurement compliance. This role is responsible for analyzing and reporting on purchasing productivity for the entire unit on both regular and ad-hoc basis.
The successful candidate will work collegially and in cooperation with the departments and units across the college and the campus community.
Successful applicants must have strong written and oral communication skills, excellent interpersonal skills, a commitment to customer service, and impressive organizational skills.Adaptability and the ability to work well with others are critical.

Required Job Qualifications
+ Bachelor’s degree
+ Demonstrated knowledge of Federal, State and University purchasing procedures
+ Strong written and verbal communication and interpersonal skills
+ Customer service experience
+ Ability to interpret and convey policy and procedure at a large, complex institution
Preferred Job Qualifications
+ Six (6) or more years of progressively responsible experience in business operations
+ Professional experience utilizing CSU’s Kuali Financial Systems for purchasing actions (requisitions, disbursement vouchers, internal orders, etc.)

+ Evaluate the best purchasing method per each unique instance (i.e., purchase order, disbursement voucher, Procurement card, etc.) and prioritize amongst a diverse workload of regularly changing tasks with competing levels of importance
+ Serve as subject matter expert for both department and research personnel by providing effective procurement guidance in support of the College’s research programs and mission.
+ Analyze work flow and work product of procurement unit and make recommendations when improvement opportunities are identified.

+ Analyze purchase requests for compliance with Federal, State, University, and College policy and procedure. Determine the most appropriate method for policy enforcement per the severity and frequency of non-compliance (verbal warning, documented warning, formal violation process)
+ Ensure personnel are compliant with conflicts of interest related to purchasing matters.
+ Direct employees about policy and procedures related to procurement and PCard.

+ Work with the Office of Sponsored Programs, CSU Foundation, STRATA , WSCOE Advancement, Department of Business and Financial Services, Vice President for Research Office, internal and external auditors, College department heads, business officers, fiscal officers, and faculty on matters related to reporting on procurement activities and trends.
+ Provide monthly reports to managers responsible for daily operations, and provide strategic administration support for domestic and international initiatives by the College.
+ Assist with data collection, analysis, and report preparation to achieve deadlines on University or sponsor requests for information.

+ Develop handbooks and operating manuals for internal and external staff. Draft and announce changes and updates across multiple departments as necessary.

+ Support department and Business Operations Manager with administrative projects as needed.
