Job Description

The Purchasing Manager oversees the organization’s procurement, vendor management, and purchasing systems to ensure cost-effective, compliant, and timely acquisition of goods and services. This role plays a critical part in maintaining strong internal controls, supporting grant compliance, and ensuring audit readiness within a Federally Qualified Health Center (FQHC) environment. The Purchasing Manager collaborates closely with Accounting, Operations, IT, Facilities, and Clinical leadership to align procurement activities with organizational, regulatory, and budgetary requirements.

Responsibilities

Vendor Management & Contracting

Oversee the full vendor lifecycle, including new vendor setup, account terminations, and maintenance of vendor records.Lead competitive bidding processes and negotiate contracts to ensure cost‑effectiveness, quality, and service-level integrity.Maintain strong vendor relationships and address service, pricing, and compliance issues as they arise.Serve as the primary liaison for Group Purchasing Organization (GPO) initiatives.Manage vendor online platforms, user access, and system upkeep.

Contract Oversight

Review contract terms and conditions to ensure alignment with organizational policy, regulatory standards, and grant requirements.Track contract timelines, renewals, amendments, and documentation.Maintain organized, audit‑ready contract files.

Purchasing Operations

Manage organizational purchasing systems, inventory workflows, and supply ordering processes.Approve purchase orders in accordance with delegated authority and internal control policies.Oversee user access, system training, and compliance within purchasing platforms.Review and reconcile packing slips to ensure accuracy.Review and approve Sage Purchasing transactions to support accurate accounting and expense tracking.

Essential Skills

Strong proficiency in procurement best practices, vendor negotiations, and strategic sourcing.Experience with purchasing systems such as Sage, ENVI, or similar ERP/procurement tools.Excellent analytical and problem‑solving skills with a detail‑oriented approach.Strong communication skills, able to collaborate effectively with cross‑functional teams.Working knowledge of procurement compliance regulations and documentation standards.

Additional Skills & Qualifications

Bachelor’s degree in Accounting, Business Administration, Finance, Supply Chain—or equivalent experience.3–5 years of purchasing experience, preferably within an accounting or finance environment.Prior experience as a Purchasing Manager or in a related procurement leadership role; healthcare or large‑scale organizational experience preferred.Familiarity with FQHC accounting principles is a plus.Knowledge of non‑profit compliance standards and grant‑funded procurement guidelines is beneficial.

Work Environment

This role is 100% onsite, Monday through Friday during daytime hours. You’ll be part of a collaborative team committed to strengthening community health—serving patients, supporting clinical teams, and ensuring critical resources are available when needed.

This is a Permanent position based out of Sacramento, CA.

Pay and Benefits

The pay range for this position is $101100.00 - $131430.00/yr.
