Summary The incumbent will become a purchase card holder who fulfills acquisition requests under the federal micro purchase threshold, ensuring purchases are procured in accordance with Federal and VA regulations, policy and procedures. Maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities at a VA Health Care System and supported catchment area. Responsibilities The incumbent primarily performs Purchasing Agent work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. The work requires knowledge of policies and procedures for delivery orders and small purchases. This work also requires knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. Duties include but are not limited to: Utilizes knowledge of the Federal Acquisition Regulation (FAR), VA Acquisition Regulations (VAAR) and other federal procurement laws. Purchases various equipment, supplies, and services through the use of the government purchase card for micro purchases. Reviews and edits purchase requests to ensure the item or service is adequately described based on the requester's need. Obtains necessary product information, price information and procedures for written or verbal purchase orders. Utilizes different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement. Performs procurement duties such as preparing, controlling, and reviewing procurement documents and reports. Resolves a variety of shipment, payment, or other discrepancies. Provides administration and oversight on orders and services. Tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends. Researches, reviews, develops spreadsheets, and prepares reports for procurement under the micro-threshold to address departmental needs from the Supervisor. Examines incoming requests for completeness including presence of purchase request number, accounting codes, item description estimated cost, and quantity. Conducts open market research for purchases of routine equipment, supplies, and services. Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments. Utilizes various web-based applications to identify required sources of supply. Provides procurement support throughout the procurement cycle by filing contracts, processing amendments and modifications, and monitoring the status of deliveries. Conducts follow up action on undelivered orders and aged purchase card transactions to close out purchase orders. Provides clerical support and coordination to approving officials and administrators. Utilizes a variety of automated systems to enter, update, revise, sort, and calculate data; monitor purchase requests; process receipts; and monitor active and delinquent invoices. Develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes. Communicates in a tactful and courteous manner with a variety of individuals with diverse backgrounds and levels of understanding. Supports other functions of the Logistics Service as required, including distribution of procured supplies and material. Performs other related duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
