Public Procurement Specialist
Location: Cluj-Napoca (Hybrid)
About the Role:
We are looking for a Public Procurement Specialist with experience and a proven track record in managing large-scale public procurement projects for our client, a professional company in the field of telecommunications and energy. The role involves overseeing the entire procurement cycle — from identifying opportunities on SEAP/SICAP and other international platforms to contract finalization — ensuring compliance with legislation, quality standards, and deadlines.
Key Responsibilities:
Daily monitoring of the SEAP/SICAP platform and other similar international platforms related to public procurement procedures in the company's field of activity and informing about their appearance. Preparing the necessary documentation for participation in identified tenders – qualification documents, participation guarantees, technical proposal (with the support of the technical department). Ensuring that tenders are submitted within the deadline requested by the contracting authorities. Monitoring the tender process. Drafting the requested clarifications within the deadline. Analyzing, together with the Technical Director/General Manager, the opportunity to prepare appeals. Monitoring the deadlines related to the appeal process in accordance with the legislation in force and complying with them. Maintaining contact with partners/subcontractors where appropriate. Proactive communication with the persons/departments involved in the bidding process. Informing the related departments involved in the bidding process about the status of the procedure as soon as there are any developments. Making purchases for the equipment included in form F4. Monitoring the invoicing/collection/factoring process.Requirements:
University degree (preferably in technical fields). 4–5 years of proven experience in public procurement, with exposure to large and complex projects. Strong knowledge of public procurement legislation and procedures. Hands-on experience in preparing and coordinating tender documentation. Excellent analytical skills, attention to detail, and ability to meet deadlines. Proficiency in MS Office (Excel). English – intermediate/advanced level. Driving license (category B) is an advantage.
