GENERAL DESCRIPTION:
This position forwards WYDOT’s mission, purpose, goals, and objectives by providing full-service in-house video and multimedia development and production services for the public affairs office, WYDOT programs, District level offices, other state agencies, and external clients/planners. Content developed through this position is an integral part of WYDOT's public outreach efforts, which include broadcast, online, and social media platforms. It also develops agency-specific internal training and information messaging and supports highway safety campaign efforts. Producing this content in-house allows for greater efficiency, flexibility, technical accuracy, and consistent messaging from WYDOT. It also saves the department money on contract professional services in the areas of training, public relations, and media.
Cheyenne is a steadily growing community along the Front Range, but it is still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne is also home to the "Daddy of 'em All" – Cheyenne Frontier Days – held the last week of July. Wyoming is one of only nine states with no state income tax.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
+ Creates and maintains all manner of video projects.
+ Develops and creates public information, education, and marketing videos for WYDOT.
+ Serves on a team of multi-media professionals to design, develop, and implement agency public education and communication strategies and products.
+ Works with WYDOT personnel to develop and create internal training and educational videos.
+ Develops story concepts, interviews, scripts, and video news packets for public broadcast and streaming.
+ Assist in taking still photography.
+ Assist with handling calls from the motoring public.
Qualifications
PREFERENCES:
+ Education and Experience in Video Production or related fields
KNOWLEDGE:
+ Understanding of audio recording and mixing principles.
+ Proficiency in video editing software (e.g., Adobe Premiere Pro, Final Cut Pro).
+ Familiarity with various video camera equipment and shooting techniques.
+ Knowledge of lighting setups and their impact on video quality.
+ Strong storytelling ability and an eye for visual composition.
+ Experience with pre-production tasks (e.g., scriptwriting, scheduling).
+ Post-production expertise, including color correction and sound editing.
+ Awareness of current video trends and best practices for different platforms.
+ Ability to manage multiple projects and meet deadlines.
+ Understanding of intellectual property and copyright laws related to video content.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Multimedia Design)
Experience:
0-3 years of progressive work experience (typically in Multi-Media Design) with acquired knowledge at the level of a Multi-Media Design Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Multi-Media Design) with acquired knowledge at the level of a Multi-Media Design Specialist II

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
+ Some travel may be required for on-site filming and production needs.
+ This position involves regular physical activity, including lifting and carrying up to 40 pounds of video production equipment.
+ Must be able to set up and break down camera, lighting, and audio equipment independently.
+ Work may occasionally take place in a variety of environments, including outdoor or non-studio locations, which may require standing, walking, or working in variable weather conditions

+ Temporary employees accepting a full-time permanent position.
+ Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
+ One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
+ Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
+ Employees would only be eligible for one (1) hiring bonus in a 12-month period.
+ If the employee elects to downgrade through active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
