Position: PTW Coordinator
Department: Major Projects
Work Location: Offshore, Qatar (with potential onshore missions)
Reporting Structure Reports to: Offshore CSR Functional Manager: Lead Brownfield and Hook-Up
Role Purpose
The PTW Coordinator is responsible for managing, coordinating, and controlling the Permit to Work (PTW) system for the offshore project. The role ensures all activities are safely executed in line with operator standards, with a strong focus on SIMOPS and Brownfield integration.
Key Responsibilities
Permit to Work (PTW) Coordination Act as the primary focal point for all PTWs issued on-site for the Project. Ensure proper coordination of all work activities to prevent permit conflicts. Immediately notify the SIMOPS Coordinator of any potential SIMOPS issues. Verify that all permits are correctly prepared, reviewed, and signed with all required supporting documents and certificates. Conduct quality checks and audits of permits to ensure compliance with operator procedures. Ensure timely submission, approval, and closure of PTWs as per company procedures. Ensure strong alignment between PTW preparation and HSE requirements. Monitor contractor PTW progress and ensure proper reporting and follow-up. HSE and Compliance Participate in daily PTW coordination meetings. Support and promote a strong safety culture on-site. Train all new personnel on E-COW (Electronic Control of Work) systems. Actively contribute to safety lessons learned and project improvement initiatives. Interface and Communication Liaise with contractors, subcontractors, and project teams on all PTW-related matters. Build positive working relationships across disciplines to ensure safe and efficient execution. Provide daily and weekly PTW performance reports and KPIs to the Offshore Company Site Representative. Work Preparation Review all Brownfield fabrication activities performed onshore to prepare Work Packs and Job Cards. Coordinate and review job cards and work packs to support efficient PTW issuance offshore. Plan and prepare all offshore activities with a focus on safe, high-quality execution. Review shutdown preparation trackers and ensure constructability reviews are completed to reduce offshore risks and activities. Additional Responsibilities Support offshore readiness and ICAPS progress tracking. Participate in lessons learned sessions and continuous improvement reviews. Perform additional duties as assigned by the Offshore CSR or project management team.
Job Scope Offshore-based position in Qatar. Occasional onshore missions may be required to support project preparation and follow-up with EPCIC contractors. Collaboration across multiple teams and disciplines to manage offshore readiness and permit coordination in a complex Brownfield environment.
Qualifications & Experience Required Education: Bachelor’s degree, HND, or equivalent in a relevant field. Experience: Minimum 10 years in the offshore oil and gas industry, including: Offshore construction and hook-up supervision. Experience in Brownfield environments and SIMOPS is mandatory. Prior client-side EPC supervision is preferred. Proven experience in Permit to Work coordination and Control of Work systems is essential. Technical Skills: Strong understanding of PTW systems, NOC/Total standards, MANASA, and relevant industry codes. Proficient in E-COW systems and permit auditing. Additional Requirements: OPITO-approved H2S and T-BOSIET certifications. Fluent in English (spoken and written). Strong computer skills. Excellent leadership, coordination, and communication abilities. Able to work effectively in complex, multicultural project environments. Experience in Qatar or the Middle East is preferred. Strong analytical and planning skills. Willingness to travel for technical missions worldwide.
