Requisition ID: req59485 Job Title: Protection Needs Assessor Sector: Protection and rule of law Employment Category: Regular Employment Type: Full-Time Open to Expatriates: No Location: Hezreh, Idleb, Syria Job Description Background/Context: The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. With a team of over 700 members, the IRC has established trust and strong community relationships, ensuring access and effective service delivery. It plays a significant role in Syria’s NGO, donor, and coordination forums, holding key positions and adapting to the evolving context. With the new realities under the new government, as of December 2024, the IRC has deployed a team to Damascus to set up operations and engage in coordination structures for newly accessible areas across Syria—including parts of NES, NWS, and other previously unreachable locations in South and Central Syria, adjusting operations to maximize coverage and efficiency. Protection The IRC has been delivering protection programs in the northwest since 2013 and in the northeast of Syria since 2014, focusing on Protection/Rule of Law (PRoL), Women’s Protection and Empowerment (WPE), and Child Protection (CP). These efforts include specialized case management, PSS, protection monitoring, service mapping, and advocacy. Collaborating with partners, IRC improves access to protection services, raises community awareness, and strengthens referral pathways. Protection capacity building, community outreach, and rapid response through mobile protection teams have also been provided since 2017. Job overview: The Protection Needs Assessor (PNA) will be based in Syria (Idlib) and will be responsible for conducting protection monitoring to identify protection concerns and respond through internal and external referrals, collecting quantitative and qualitative data, and camps profiling. Primary responsibilities will include daily data collection in the field and weekly reporting. The PNA will liaise regularly with the IRC Women protection and empowerment and child protection teams as well as with other IRC sectors for information sharing and referrals for services. The PNA will also coordinate with other service providers in the field to conduct and receive referrals. The PNA will coordinate with the camp managers and local authorities to make sure protection principles and best practices are applied when services are provided to IDPs and other vulnerable groups in the field. This position will report to the Senior Protection Monitoring Officer and will receive additional technical support from the Protection Manager. Responsibilities: + Visit camps, villages and quarters with other PNAs, forming a mobile team to meet with community representatives and IDP families to conduct community and household level interviews to identify protection risks and concerns, and to verify camps status. + Offer general information and support to the IDPs and make referrals to other sectors of the IRC or to other service providers and follow up with the conducted referrals to ensure an action is taken and the results are communicated to the relevant beneficiary. + Keep records of the vulnerable individuals including women and the direct action taken to assist them. + Take time to listen to the women’s concerns and find ways to assist them where possible and through referrals depending on the type of need (gender sensitivity will be considered for this task). + Encourage and facilitate informal groups of IDP/IDP returnee (with focus on women) to meet, discuss issues and make support networks. + Make connections with organizations offering services for women and publicize these to the relevant people in need in the target areas. + Fill in protection monitoring, progress report and referral tools and submit them to the information management unit and direct supervisor on regular basis. + In coordination with the Protection capacity building senior officer, gather information to develop service mapping in the target areas. + Act as a focal point on women’s and children’s issues. + conduct other additional duties assigned by supervisor in support of the protection program Job Req uirements: + Education:Relevant national institution or university degree in law/sociology/psychology or other advanced technical qualifications. + Work Experience:At least one year experience in NGOs, protection, and social work. Language/Travel: + Arabic is required, while English is desired. + Travel: 80% to field sites in Idlib countryside and western Aleppo countryside as well as attending regional and global workshops and meetings. Key Working Relationships: Position Reports to: Senior Protection Monitoring Officer Position directly supervises: N/A Indirect Reporting : IP Manager/ Integrated Protection Coordinator Key Internal Contacts:receive direct support from Senior Protection Monitoring Officer, following the general regulation of PRoL Manager, coordinate with Program staff and other programs staff to facilitate referrals, collaborate with operation staff to address the operational needs. Key External Contacts : other service providers and local authorities/ representatives in coordination with the Senior Protection Monitoring Officer to facilitate referrals.
