Proposal Developer
Job Title: Proposal DeveloperJob Description The Proposal Developer leads the end-to-end development of high-quality, compliant, and compelling proposals, from pre-RFP planning through final submission and post-submission activities. This role partners closely with subject matter experts and cross-functional teams to analyze RFPs, develop win themes and value propositions, ensure brand consistency, and continuously improve proposal processes and content. The Proposal Developer also contributes to grant writing efforts and supports the maintenance of proposal tracking systems and libraries. Responsibilities + Independently manage the complete proposal development lifecycle from pre-RFP planning to final submission, including RFP analysis and review, scheduling and facilitating proposal kick-off and development calls, and coordinating input from stakeholders. + Analyze RFP requirements in detail and ensure strict adherence to all instructions, formats, and deadlines throughout the proposal process. + Gather, organize, and submit questions for the client during the RFP process to clarify requirements and strengthen proposal responses. + Liaise with Subject Matter Experts (SMEs) and internal stakeholders to obtain accurate, complete, and persuasive content for technical, operational, and business sections of proposals. + Drive the development of clear win themes and value propositions that differentiate offerings and address client needs and evaluation criteria. + Provide overall quality assurance for proposals, ensuring consistency of messaging, clarity of writing, and adherence to established branding guidelines. + Create and manage proposal plans, schedules, outlines, and compliance matrices to keep projects on track and ensure all requirements are addressed. + Manage multiple proposal projects simultaneously, prioritizing tasks and timelines to meet competing deadlines. + Facilitate post-submission activities, including responses to Discussion Items and Clarifications, and coordinate any required follow-up documentation. + Help manage the grant writing process, including coordinating inputs, drafting content, and ensuring timely and compliant submissions. + Work collaboratively with local office operations and clinical teams, business development teams, and corporate partners such as finance, contracts, HR, and legal to gather information and secure approvals. + Build and maintain sustainable, professional relationships with internal and external partners and clients to support ongoing proposal and business development efforts. + Update and maintain proposal tracking systems and information databases to ensure accurate records of opportunities, submissions, and outcomes. + Contribute to department meetings, initiatives, and projects aimed at improving proposal effectiveness and team performance. + Develop, refine, and continuously improve proposal processes, templates, and proposal library content to increase efficiency and quality. + Perform other related duties as assigned to support the broader business development and marketing functions. Essential Skills + Minimum of a bachelor’s degree in English, Technical Writing, Business, Communications, Journalism, or a related field. + At least 3–5 years of proposal development experience strongly preferred (candidates with 2–3 years of relevant experience will be considered). + Demonstrated ability to write clear, persuasive technical or creative prose, with writing samples required to showcase style and quality. + Proven experience in proposal development, including proposal writing, RFP analysis, and managing the proposal process. + Strong technical writing and editing skills, with the ability to translate complex information into concise, compelling content. + Proficiency in creating formatted proposals in Microsoft Word, including use of styles, templates, and document formatting tools. + Practical experience using Microsoft Excel for tracking, analysis, or supporting proposal content. + Practical experience using Microsoft PowerPoint to support proposal-related presentations or visual content. + Practical experience using Microsoft Outlook for communication, scheduling, and coordination during the proposal process. + Practical experience using Adobe tools (such as Acrobat) to support proposal production, formatting, and finalization. + Ability to manage multiple projects simultaneously, prioritize tasks effectively, and meet tight deadlines. + Strong attention to detail and commitment to compliance with RFP requirements and branding standards. + Excellent collaboration and communication skills, with the ability to work effectively with cross-functional teams and subject matter experts. Additional Skills & Qualifications + Experience with RFP planning, including development of proposal outlines, schedules, and compliance matrices. + Familiarity with CRM systems to support tracking of opportunities and coordination with business development activities. + Experience in grant writing or supporting grant submissions. + Experience using project management tools or methods to organize proposal activities and timelines. + Ability to develop and refine proposal win themes and value propositions aligned with client needs and evaluation criteria. + Experience maintaining and improving proposal libraries, templates, and standard content. + Strong organizational skills and the ability to manage complex information from multiple stakeholders. + Comfort working in a hybrid environment and collaborating with geographically dispersed teams. Work Environment This role operates in a hybrid work environment that combines in-office and remote work. The typical schedule includes two days per week in the office and three days working remotely. New team members train in the office on a full-time basis for approximately two to three weeks to ensure thorough onboarding and integration with processes and systems. Work involves extensive use of standard office technologies, including Microsoft Word, Excel, PowerPoint, Outlook, Adobe tools, and CRM or proposal tracking systems. The position requires frequent virtual and in-person collaboration with cross-functional teams, as well as focused individual work on writing, editing, and document production. Job Type & Location This is a Contract to Hire position based out of Columbia, MD. Pay and Benefits The pay range for this position is $40.87 - $43.27/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
