Property Administrator
Position: Property Administrator – U.S. Army Contractor Site (PIEE Specialist) The Property Administrator is responsible for managing and overseeing all aspects of U.S. Government property accountability at a contractor-operated Army site. This includes maintaining accurate property records, ensuring compliance with Federal Acquisition Regulation (FAR) Part 45, DFARS, and Army regulations, and utilizing the Procurement Integrated Enterprise Environment (PIEE) for reporting, recordkeeping, and contract property administration functions. The Property Administrator serves as the focal point for all property accountability matters and interfaces with the Property Book Officer (PBO), Contracting Officer’s Representative (COR), and DCMA Property Administrators. **Responsibilities** + Property Accountability & Compliance: + Maintain complete and accurate records of all Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP). + Ensure accountability, utilization, and disposition of property in accordance with FAR 45, DFARS 252.245-7003, AR 710-2, AR 735-5, and DA PAM 710-2-1. + Conduct regular property inventories, reconcile discrepancies, and prepare adjustment documentation. + Monitor receipt, issue, storage, movement, and disposal of government property. + PIEE System Management: + Manage property records within PIEE modules, including the GFP Module, Wide Area Workflow (WAWF), and Property Management Applications. + Upload, validate, and update government property records in PIEE to ensure compliance with contract requirements. + Support contractor staff in using PIEE for property transactions, acceptance, and reporting. + Ensure timely submission of reports and certifications required by DCMA and the Contracting Officer. + Auditing & Reporting: + Prepare and submit required property management reports (e.g., Loss, Damage, or Destruction [LDD] reports, utilization reports, and annual inventory certifications). + Support internal and external audits conducted by DCMA, DCAA, or Army auditors. + Maintain audit-ready documentation at all times. + Training & Oversight: + Provide guidance and training to site personnel on proper handling, safeguarding, and reporting of government property. + Develop and maintain property management SOPs in compliance with ISO 9001:2015 and contract requirements. + Ensure personnel understand procedures for receipt, storage, transportation, and turn-in of property. + Continuous Improvement & Risk Mitigation + Identify risks related to property accountability and implement corrective/preventive actions. + Recommend process improvements to strengthen compliance and efficiency in property management. + Collaborate with QA/QC staff to ensure integration of property management into overall site quality system. **Qualifications** + Bachelor’s degree in Logistics, Supply Chain, Business Administration, or related field preferred; equivalent military experience acceptable. + 3–5 years in property management, supply, or logistics (Army contractor or military experience strongly preferred). + Hands-on experience with PIEE, WAWF, GFP Module, and other Army property systems. + Knowledge of FAR 45, DFARS 245, AR 710-2, AR 735-5, and DA PAM 710-2-1. + Strong organizational and recordkeeping abilities. + Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint). + Excellent communication skills for interfacing with Army officials, COR, and contractor management. + Attention to detail and ability to maintain audit-ready property documentation. **Desired Qualifications:** + DAU CLM031 (Property Management for DoD Contracts), NPMA Certified Professional Property Specialist (CPPS). **Job ID** 2025-19115 **Work Type** On-Site **Pay Range** $18.27 **Health & Welfare** $5.09 **Benefits** SCA - The company offers a comprehensive benefits program, including medical, dental, vision, life insurance, 401(k) and a range of other voluntary benefits.
