Job Description:

ROLES AND RESPONSIBILITIES:

Strategy and Alignment:

Ensure the WASH interventions are aligned with the WV Partnership's strategic direction, standards, child well-being outcomes,WASH technical approaches and internationally recognized WASH standards in Warrap and Central Equatoria States.

WASH activity implementation coordination

Develop design plans, working drawings, and technical specifications, bill of quantities as per approved standards by the Ministry of Physical Infrastructure for all construction works outlined on the project design for the said project using AutoCAD or similar drafting computer software.Prepare tender documents to solicit bids/tenders from contractors for the said project.Follow up, inspect, and ensure project materials are delivered as per specified measurements at the field level in a timely way, and make follow-up with your supervisor on those not delivered as per requisition.Design, supervise, and certify the construction of public health facilities, institutional Latrines, and community water filters through labor contracts, liaising with the relevant government ministry’s technical department and the user community, as outlined in the project documents.Coordinate hydrogeological surveys, borehole drilling, and equipment installation.Coordinate the establishment of small-scale irrigation plots for multi-purpose use of waterConduct water quality analysis (microbial, physical, and chemical) for new and rehabilitated water sources using a portable laboratory water analysis kit, in accordance with government-approved water quality technical guidelines and collaboration with the Directorate of Water Supply and Sanitation within the Ministry of Physical Infrastructure (MoPI).Undertake training of County Water Department technical staff in liaison with the Directorate of Water and Sanitation in MoPI.Undertake training of community hygiene promoters on aspects of PHAST and CLTSCoordinate CLTS campaigns targeting the beneficiary community.Coordinate staff capacity building

Work Quality outputs and Budget Controls:

Establish and oversee the implementation of systems for efficiently controlling the quality of technical works, closely tracking work progress against payment and work plans, and ensuring the quality of final construction outputs meets donor and user community expectations.Ensure optimal utilization of financial and capital resources in the project by promptly requisitioning all necessary supplies and contracts for project implementation.Coordinate daily operations and financial management of the construction work in the field according to the approved project work plan.Liaison with technical lead and finance manager in tracking project expenditure, reviewing financial reports, and addressing queries related to spending in a timely manner.

Project management:

Give technical leadership in project cycle management to ensure the project is implemented and reported as per design.Monitor project quality at outcome and impact levels, facilitate evidence-based organizational learning processes, and promote innovation for continuous improvement in programming impact.Support relevant reporting functions, particularly at outcome and impact level, notably including the bi-annual and annual reports.Support in project financial and procurement plan in adherence to the project.Budget management

Staff Management and Capacity Building:

Ensure that recruitments are conducted in accordance with HR policy and local considerations.Conduct staff appraisals, and clear performance goals are agreed upon.Ensure that all project staff grievances and disciplinary issues are managed appropriatelyEnsure that staff capacities are developed and continually improved to meet the challenges of their jobs by conducting a training needs assessment and organizing workshops for staff.

Others:

Carry out additional responsibilities as assigned by the Technical Manager and Zonal Program Manager Project asset managerLiaise with county government officials and other structures and systemsAttend and participate in devotional meetings.

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Degree in Civil Engineering or Building Construction.Minimum 5 years’ experience in infrastructure works or in Water and/or Sanitation Project implementation. And 2 years’ experience in fragile context programing.Experience supervising construction teams/ contractors in water supply and sanitation construction works.Skills in project management, including staff and resource management, and financial and budget planning.Experience and skills in community mobilization.Skills in community total-led sanitation (CLTS) and Participatory Hygiene and Sanitation Tools Methodology (PHAST) desirable.Skills and experience in conducting water quality analysis using portable water testing kits.Excellent oral and written communication skills in English. Having demonstrated organizational, interpersonal and communication skills; organized, efficient, and able to work long hours to meet deadlines.Willingness to work under pressure in unstable security and remote location with basic necessities a big plus.
