Job Profile for a Technical Program Manager (TPM)
• Lead functional & process oversight for large program(s) across multiple Scrum Teams / Kanban Teams.
• Directly responsible for day-to-day management of multiple Scrum Masters / Project Managers.
• Responsible for tracking / reporting SLA(s), KPI(s), Status Reports, Remediation Plans across multiple Partner Team’s personnel and client company employees.
• Help define / plan and execute Remediation Plans or Improvement Plans across one or more Programs or across one or more Vendor Partners or with individual members of the team either from multiple Partner Team’s personnel and/or client company employees.
• Responsible for ensuring accuracy and completeness of the entire process execution across multiple programs with each program having one or more processes and with each process having its own process steps, deliverables, SLA(s), KPI(s), tools and templates.
• Responsible for strategic and tactical thinking to proactively look for improvement opportunities with any of the processes, the tools, or the templates and the impact it has on people’s efficiency, accuracy, and effort required.
• Responsible for driving improvements in process, tools or people towards the goal of improving the bandwidth available for client company employees to have more time for strategic work and improving the overall time taken to complete the deliverables and improving the quality of the deliverables.
• Responsible for driving improvements in the delivery of technical and non-technical deliverables of the teams that are being managed by these processes; improvements are in terms of quality and timeliness.
• Must have very good technical/non-technical communication and presentation skills to present and drive consensus among technical and non-technical audiences at the right level of detail.
• Responsible to drive executive and senior manager level meetings to perform governance functions (both technical and process governance), review status including KPI(s), SLA(s), Remediation Plan(s), current team’s capacity usage and forecast of required capacity in the future and review/address current and new risks/issues across multiple teams and partners and processes.
• Responsible to drive weekly multi-partner scrum of scrum type meetings and monthly/quarterly planning meetings to keep up with current and planned activities, identify/mitigate current/upcoming risks/issues and plan activities, capacity needs, improvement opportunities, etc.
• Responsible for quarterly meetings across multiple partners to plan/forecast staffing needs and capacity plans using a data driven approach based on up-to-date metrics on current/past activities, people’s capacity utilization, time taken to complete process’ steps, and quality of the deliverables, etc.
• Responsible for understanding the client company’s business portfolios, team structures, systems/technologies and technical team’s technical processes used by the client to identify/improve the program’s processes and tools and deliverable templates, etc. across multiple programs.
• Responsible to understand the technologies and design of the tools used within multiple programs and processes to identify/drive improvement opportunities using the same technologies differently or make a case for new technologies if needed to help further improvements.
• Responsible for escalating team-level/program-level risks/issues to employees’ team members including Senior Managers as needed & in a timely manner to help avoid problems.
• With the intention of being a helpful asset to the client employees the Technical Program Manager role is also responsible for helping client employees create presentations, escalation summaries, status reports, etc. to both executive audiences and non-executive audiences.
• Must be experienced enough to manage different styles of projects simultaneously while identifying and highlighting program level or project level risks/issues that might rise across projects, teams, etc.
• Must be experienced enough to drive conversations with business and technical audiences regarding changing priorities, scope and the impact it has on overall project timelines, quality, etc.
• Must be able to understand the functional / business point of view of why we have these programs and processes to provide strategic and tactical thought leadership to help mitigate risks/issues, lead risk mitigation efforts from an overall program manager point of view as well as help support Scrum Masters in their individual projects to address these risks/issues at their level of detail.
• Must be able to understand the functional / business point of view with different levels of abstraction and synthesize that information into formal business process diagrams and automation requirements to communicate the possibilities of what can be done with technology to effectively and efficiently execute these processes.
• Experienced with high levels of proficiency in using tools such as JIRA, Confluence, Power BI, Excel, etc.; the level of experience should include the ability to configure, or custom build various JIRA dashboards and Power BI reports for both Kanban based project execution as well as Scrum based project execution.
• Experienced in providing advanced levels of usage training on tools such as JIRA, Confluence, Power BI, etc. to the client employees and vendor partner personnel, including roles such as Scrum Master(s), Manager(s), Senior Manager(s), and Solution Architects and other technology/non-technical SMEs.
• Must have had recent enough experience as a Scrum Master and be willing to take over a Scrum Master role and responsibility either to backfill for a Scrum Master during their vacations and/or to help support the overall team for workload balancing purposes, etc.
• Experienced enough in Scrum Master duties to be able to mentor and train new Scrum Masters to effectively, efficiently and accurately perform their duties based on defined processes, tools and quality expectations.
• Experienced in managing software development projects to directly take responsibilities for managing the development/support, gathering requirements for enhancements, and new development of tools to sustain & improve multiple program’s processes and execution effectiveness, efficiency and quality in terms of meeting customer needs and objectives.
• Experienced in managing time well enough to handle multiple projects, deadlines and priorities simultaneously while delivering high quality work and have the willingness to learn and improve the skills, knowledge and the quality of their individual work as well as that of others in the team.
• Must be open-minded enough to be willing & able to learn new skills and technologies to help improve one’s own performance, the team’s performance and the process execution performance.
• Must be adaptable enough to manage projects with teams who have mixed levels of maturity in understanding and execution experience in Scrum projects and Kanban projects and with changing priorities, members of the team, scope of the project.
• Ideally should have enough understanding of Software Architect and Enterprise Architect roles and responsibilities and deliverables to help manage the programs/projects with the team of architects across the company’s portfolios, programs and projects.
