Job Description:

Project Officer- Health & Nutrition

The Role:

The Project Officer-Health & Nutrition will be responsible to implement field level Health and Nutrition Projects activities and support performance in line with targets and partnership standards in a way that contributes to sustained and enhanced maternal and child health and wellbeing. Other key responsibilities include ensuring high quality implementation of project activities, budget management according to donor requirements, timely and quality donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. He/She will uphold quality curative and preventative health and nutrition services in line with the Somalia MoH policies and guidelines. The incumbent will closely work with district and state in general local leaders to establish community structures.

He/She will maintain communication with the frontline health and nutrition staff, community health workers, community groups and caregivers of children aged below 5 years, and pregnant and lactating mothers. He/She will oversee the coordination of the technical activities within the project framework, work plan and budget. He/SHe will be responsible to ensure integration with other sectors such as WASH, Projection and Education and other partners through proper coordination’s (Area based coordination and cluster coordination).

Key Responsibilities:

Project planning, implementation and reporting

Participate in planning and budgeting, preparation of work plans, implementation of planned health and nutrition activities, monitoring and reporting of progress.Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other engagements.Routinely identify local level health and nutrition partners, coordinate and collaborate them in the implementation of planned activities.Facilitate stakeholders including government line minister (MOH) and clusters in supervision and monitoring of projects activities.Communicate and work with frontline Health Workers at the facilities and Community Health Workers to improve health and nutrition issues identified in the community on a monthly basis.Support State wide selected activities outside of the current project’s areas in the target locations.Support the collection and documentation of the project’s impact and success stories.Continuously follow up the projects Detailed Implementation Plans, Log frame and Cash flow are complete in each month.

Community engagement and advocacy

Mobilize and sensitize community (community leaders, religious leaders and other community members) on health and nutrition projects and facilitate participation in the management of various community health and nutrition issues.Build the capacity of the families and community to collectively engage local leaders on identified issues.Follow-up on commitments by local leaders on improvement of the health and nutrition environment and general wellbeing of children.Mobilize communities to participate in the relevant maternal and child health days and celebrations such as the world breast feeding week.Participate and represent world Vision Somalia in the health and nutrition sector review meetings both at facility and sub clusters in Hirshabelle State.Support and participate the State level and National campaigns organized by the relevant clusters and MOH to address the health and nutrition issues.Compile and produce project reports and other reports for sharing with relevant stakeholders at both State level and district.

Monitoring and evaluation

Compile monitoring reports for projects management action and participate in addressing the gaps identified and action points.Support the health facility teams to review and analyze their data for impact and relevant feedback to the community teams.Conduct quarterly reflection meetings with seconded frontline Health Staff and Community Health Workers and follow-up on agreed actions.Build the capacity of Community Health Workers to implement and report on activities implemented at the projects target locations.Document and record the Key issues and challenges identified and reported during projects implementation and real time solutions provided.

Essential:

Minimum of a Degree in Nursing, Nutrition, clinical medicine, Public Health, Community Health and related fields.Minimum of 5-year experience in community health and engagement with programming sectors (Health and Nutrition).Report writing skills, analytical and problem-solving skills.Networking, influencing, Community Mobilization and engagement skills.Flexibility, ability to multitask, ability to handle pressure well and meet deadlines.Perform other duties as required.Work experience should demonstrate understanding of the Somalia Health and Nutrition Projects.Strong working understanding of community health and nutrition interventions (IMCI, IMAM, MIYCN, IPC etc)Demonstrated application of Do No Harm, including understanding of intended and unintended consequences of gender equality and social inclusion interventions, and risk mitigation approaches.Excellent work experience in training facilitation and mentoring.

Working Environment:

The position is field-based in Jowhar, Hirshabeele State with frequent travel to field operation areas required.
