Job Description:

Support in planning and designing of construction activities and Ensure the proper targeting, planning and implementation for the cash/food distribution as per project’ design and agreement.

Coordinate with the AP Manager or PC in the planning,Calculate work norms for all cash for work activities and Gives direction to FFW activities taking all the data and analysis from the fieldDesign  and select construction activities according to the required standards.Prepare details of bill of quantity specifying materials and construction works.Ensure that target villages and centers are selected according to selection criteriaCoordinate targeting process and ensure that beneficiaries are selected based on agreed criteriaEnsure that proper distribution plans are prepared and approved by the concerned official sufficiently in advance to enhance efficient field operations.Guide Community Development Facilitators in preparing the necessary arrangements for food and cash distribution and in developing risk mitigation plans.Coordinate the planning, implementation, monitoring and evaluation of food projects including Cash for Work, Food for Training, General food and cash distribution (VGF), and other activities.In case of receipt of loose / slack / damaged units, undertake immediate reconstitution of such commodities and cash in order to prevent any further loss.

Ensure that food and cash distribution process is kept to WVI and donor’s standard

Execute implementation based on weekly and monthly action plansConduct regular meetings with field monitors to develop plans and review performancesEnsure that all food and non-food distributions are conducted at specified distribution centers and those beneficiaries are informed of the ration plan and the quantities to be distributed by family size.Ensure that proper procedures for food/cash and distributions are followed through the provision of and adequate number of scoops that are available at each center for each type of commodity and also by ensuring that each beneficiary receives his / her quantities of commodities according to the ration size.Ensure that all food/cash distributions are conducted utilizing the Ration Card and Beneficiary ID card system.Make sure that at the end of each distribution, conduct a physical count and reconcile commodity/cash balances, if any viz., excesses / shortages, etc.Ensure proper accounting of all quantities of commodities received and distributed at each center in the relevant formats, and that all such records are filed in an orderly manner.

Support in procurement of construction

Coordinate tender and procurement processes.Ensure that procurement procedures are followed during tendering and supply of materials.Ensure donor regulations and WV regulations are adhered to at all times, both programmatic and financial.Verify the quality of materials from suppliers before any materials are purchased.Verify the quantity of materials supplied for any construction activities.

Ensure that all the necessary quality and timely reports are prepared and sent to appropriate bodies

At the end of each commodity distribution, prepare relevant reports for submission to the office.Ensure that field visit reports, distribution report, cash reconciliation report, are prepared and sent to the office on a regular basis.Reports on security matters or any other developments immediately,Conduct a brief assessment of immediate needs - food, water, health care, shelter materials, clothing and any other appropriate needs;Ensure timely submission of the Employee Expense Report (EER) within 3 days on completion of each assignment to the finance section or relevant authority for either settlement of travel advances (where travel advances have been provided to the employee), or reimbursement of expenses.Conduct physical count of commodities at the end of each calendar month andProvide such documentation to the concerned.Report any concerns regarding commodities management, such as damaged or unfit commodities, to WFP immediately and follow agreed upon course of action.

Reporting and other activities

Report the completion of construction activities to the respective supervisor.Prepare reports and submit to ADP team leader.Perform other tasks that may be required by the WV township team leader or National office.Monitor implementation of all Cash for Work Activities

Required Professional Experience

Must have at least 5 years experience in project management, community development construction activities including water development, school construction, road renovations, health infrastructure development, etc.Experience international NGO or UN organizations has added value.Experience in community mobilization is preferred.

Required Education, training, license, registration and certification

University Bachelor Degree in Civil Engineering or equivalent

Preferred Knowledge and Qualifications

Good written and oral communication skills in Myanmar and English are essential.Understanding how to write effective proposalsExcellent interpersonal, team management and organizational skills.Strong analytical, written and oral communication skills.Computer skills including Auto CAD, MS Word and Excel.Willing to learn and follow World Vision’s core values, policies, procedures, systems and ethos.
