Job Overview:
The Project Manager (Engineering background with experience in Water System Design, Construction, Operation and Maintenance reports to Field coordinator. S/he will be responsible for the facilitation, management and coordination of the implementation phase, leading the implementation of WASH, Education and WPE activities. S/he will work closely with ACA to ensure strong collaboration and successful implementation. S/he will get the required technical and leadership support from the country office and field office leadership.
Major Responsibilities:
Project Management, Coordination and Quality Assurance
Coordinate WASH, Education and WPE implementation programs to ensure project objectives are met in an integrated approach.Closely work with government counterparts including Assosa town mayor office, Assosa town Water Utility Enterprise, Regional Water Bureau, BGRS Education Bureau, BGRS City Alliance (UNOPS)Ensure all WASH facility constructions (River Intake head work, small scale water treatment scheme, pump house, generator house, pipeline installation works) standard and quality design standards Ensure all WASH facilities including other civil constructions are constructed as per the detail design documents meeting all construction quality requirements All civil constructions are constructed in time, with quality and maintaining IRC’s standard construction designs and quality standards and procedures. Prepare drawings using AutoCAD engineering software, prepare BoQ for WASH facilities and provide engineering cost estimates for all constructions planned in the project.Lead and guide consultants, contractors and construction foreman, plumbers, electromechanical technicians to ensure quality WASH facilities are constructed as per the drawings and standard operating procedures.Closely work with Assosa town municipality office to identify critical sanitation gaps and work closely with the office to ensure safe sanitation conditions of Assosa town Closely and vigilantly monitor the service needs of IDPs, Refugees and Host communities in Assosa town to contribute to the peaceful existence of all types of clients.Facilitate the timely procurement of play and learning materials and playground equipment. Ensure the playground equipment is in line with the specifications. Support the facilitation of training for teachers. Ensuring the integration of Gender, Equality, Diversity, and Inclusion (GEDI) and Protection principles across all activities. Ensure timely delivery of protection training and development of context-appropriate IEC/BCC materialsSupport the functionality of the ACA-run safe house to provide comprehensive care and services for GBV survivors.Conduct regular monitoring of project activities to ensure project is implemented as per agreed timeline Conduct needs assessments on service requirement of communities living in Assosa town.Lead field level POM, PIM and PCM meetings for the projectMonitoring & Program Quality:
Maintain a regular system of activity, progress tracking, monitoring and evaluation of the service quality.Ensure and maintain program quality in facility constructions, timely maintenance of water system damages, respond clients compliments in timely fashionStaff management and Capacity building:
Ensure Project staff deliver their roles and responsibilities accountably. Identify capacity needs and provide/facilitate targeted training to improve team capacity.Provide proper onboarding orientation to newly hired staff Strive to improve and maintain overall collaborative team atmosphere and foster team building and relationships.Data Management and Archiving
Maintain /updated detailed data on constructions, progress updated Lead surveys, produce survey reports and others, in softcopy and hard copies Report annual EH achievements and maintain data on box links that are accessible by coordinators at Addis office.Logistics /Finance/People and Culture:
Liaise with field level IRC Human Resource, supply chain, and Finance Departments to get timely support to hire staff, procure WASH materials and track expenses Ensure development and consistent use of tools to monitor project progress, financial commitments and track physical progress of activities against plan. Develop work, spending and procurement plans for each active project within one month after D2 are provided and uploaded on PBI by finance.Review project spending status on a monthly basis using excel based on offline budget tracking database and share to respective technical coordinators.Reporting:
Share grant based monthly physical progress report showing analysis of plan vs accomplishment for each planned activity to EH manager. Draft quarter donor reports meeting deadlinesOthers:

University degree in civil, water resource engineering, environmental or other engineering related fields.Preferred Experience and Skill:
3 years’ relevant work experience in the field of humanitarian for Masters holders and 4 years for Degree holders. Working experience in EH, preferably in a humanitarian setting (refugee camps, rural development, or emergency response)Knowledge and skill on EPANET (water system design software), AutoCAD is a requirement for the job Knowledge and skill in Excel analysis tool Demonstrated Experience in River Water System Design and construction management Experience in staff management Proven management, project planning, organizational, interpersonal, and communication skills.Competent in Windows, MS office programs, email and database experience.Language Skills:
