Position Description:
The Senior Project Manager selected for this engagement manages the work effort surrounding the New Legislation Vehicle Fee Changes Project at Michigan Department of State (MDOS). This project manager is responsible for ensuring that project(s) adhere to state of Michigan standard methodologies including the State Unified Information Technology Environment (SUITE), Systems Engineering Methodology (SEM), and Project Management Methodology (PMM). A recent request for a project to address new legislation needs to be implemented to increase the vehicle registration tax fees, effective January 1, 2017 was received by the DTMB Agency Services supporting MDOS. Changes will need to be implemented for various applications at MDOS in support of this legislation. Applications exist on mainframe and client server platforms that will need changes applied in support of this effort. Requirements gathering is underway.
Skills Required:
Provides recommendations for improvement of project management processes currently in use.
Performs training, mentoring, and knowledge transfer as assigned. -Manages and oversees large and possibly multiple complex projects related to the effort. -Assigns work to project team member to meet project or program objectives. Establishes and monitors project priorities, objectives, and procedures, determining area objectives, targets of service, and resource needs allocation. Provides leadership and direction to the project team to ensure successful and timely project completion.
Develops and maintains records, prepares reports, and composes correspondence relative to the work.
Serves as a liaison between DTMB and MDOS customer/users concerning requests, standards, and other project matters. Coordinates work activities by scheduling staff assignments, setting work priorities, and directing the work of assigned employees, (including contractual) in the development of enhancements to existing systems. Uses state of Michigan standard methodologies such as the State Unified Information Technology Environment (SUITE), Systems Engineering Methodology (SEM), and Project Management Methodology (PMM) in the enhancement, and deployment of information technology systems.
Certification required:
Current Project Management Professional (PMP) Certification- bidders must include a copy of the PMP certificate with bid response.
At least 5 years documented experience in managing recent IT projects in a government environment.
At least 5 years documented experience in Managing large, complex systems development projects involving both mainframe and client-server environments.
At least 5 years documented experience in Performing scope management for projects, including a disciplined change control process.
At least 5 years documented experience in creating and executing implementation planning and post production support. At least 5 years documented experience in Utilizing scheduling tools such as Microsoft Project, Changepoint, Clarity, etc.
At least 5 years documented experience in Providing excellent written English communications. Bidders must submit a sample project status report written by the proposed candidate with their bid response.
Proven record of delivering projects on time and within budget.
NOTE: There is no direct public transportation to this location. Candidate must have their own vehicle.
