Project Manager Officer Lead
Position Description:

Must have a government of Canada Security Clearance: 

We are hiring a PMO Lead to support a major multi-year transformation program that will deliver a modern, AI-enabled enterprise solution. This role leads all project management office functions across planning, governance support, reporting, RAID management, scope control, financial tracking, and cross-team integration. The PMO Lead works closely with the Delivery Lead and the Architecture, Release, Data, AI, UX, Change, and Business teams to ensure the program runs with discipline, transparency, and predictable outcomes within an Agile SAFe delivery model.

Program Planning & PMO Operations
-Stand up and lead the project's PMO, including selecting, onboarding, and managing PMO team members.
-Establish PMO structures, operating rhythms, templates, processes, and reporting mechanisms that support Agile SAFe delivery.
-Develop and maintain the Project Management Plan, including scope control, change management, schedule governance, risk/issue processes, communications, and stakeholder management.
-Lead PMO readiness and prepare teams for program kickoff, planning cycles, and ongoing delivery activities.
-Design and manage onboarding processes for project resources throughout the program lifecycle.
Project Governance & Decision Support
-Prepare governance materials including decks, agendas, decision logs, Terms of Reference updates, and committee pre-read packages.
-Coordinate decision pathways, approvals, and escalations to ensure timely and informed decision-making.
-Maintain governance calendars and ensure committees have the information needed to operate effectively.
-Program Scheduling & Delivery Alignment
-Maintain the integrated program schedule, ensuring alignment with Agile SAFe cadence, design milestones, development and testing timelines, content migration activities, and release sequencing.
-Coordinate schedule updates and dependencies with Architecture, Release Management, and other workstreams.
Reporting, Metrics & Visibility
-Define, refine, and operate the program reporting model, including performance metrics, dashboards, and visual standards.
-Produce executive reports, sprint reports, and weekly status summaries using Azure DevOps (ADO) dashboards and program data.
-Support executive showcases and demonstrations by preparing program insights, visuals, and cross-stream summaries.
RAID Management
-Lead risk, issue, action, and dependency management across all program workstreams.
-Ensure clear ownership, mitigation strategies, and regular Agile SAFe–aligned reviews at sprint and PI levels.
-Surface and escalate critical risks or dependencies early to keep delivery predictable.
Scope Control & Delivery Discipline
-Enforce scope boundaries across all workstreams in a multi-team, fixed-price delivery environment.
-Identify scope drift early and support impact assessments with Delivery Lead and technical teams.
-Maintain scope clarity throughout planning, design, build, and implementation phases.
Financial Tracking & Forecasting
-Track burn rates, forecasts, resource allocations, and cost-to-complete.
-Maintain financial dashboards and support financial reconciliation aligned to milestones and value-based delivery.
-Partner with internal finance teams to ensure transparency into program financial health.
Cross-Team Integration & Coordination
-Lead coordination across Architecture, Development, AI, Data Migration, Change Management, Release, UX, PMO, and Business workstreams.
-Drive integration of dependencies, sequencing, deliverables, and decisions across the entire program.
-Maintain a unified view of the program's critical path and overall health.
Stakeholder & Client Engagement
-Maintain ongoing engagement with client PMO and program management counterparts to ensure alignment on expectations, risks, schedule, and decision needs.
-Promote a culture of transparency, communication discipline, and cross-team collaboration across the program.
-Consolidate program insights into clear, actionable messages to support executive communication by the Delivery Lead.
 

Your future duties and responsibilities:

Required qualifications to be successful in this role:

-10+ years of leadership experience in project or program management within large, multi-stream delivery environments.
-Experience leading PMO operations or major PM functions in enterprise transformation or digital modernization programs.
-Strong understanding of Agile SAFe, PI planning, sprint cadence, and value-based delivery.
-Demonstrated success maintaining integrated schedules, supporting governance structures, and operating in complex program environments.
-Hands-on experience producing program reporting using Azure DevOps (ADO) dashboards and Agile metrics.
-Proven ability to lead RAID management, enforce scope control, and maintain delivery discipline.
-Excellent communication, stakeholder engagement, and facilitation skills.

Preferred
-Experience supporting large public-sector or regulated-industry programs.
-Experience coordinating across architecture, development, testing, data migration or AI/ML workstreams.
-Familiarity with content migration, enterprise architecture, or technology modernization initiatives.
-Financial management experience in fixed-price or milestone/value-based contract environments.
