One of our major oil and gas clients is seeking a Project Manager IV to work on a 12-month assignment in their facilities in Houston, TX.
Summary:
The Specialist Engineering Project Management is responsible for overall management of Major Projects' capital projects within assigned areas of responsibility, with an emphasis on pipeline and compressor station project execution. Will be accountable for overall project cost, schedule, and performance objectives of assigned capital projects for expanding and maintaining the plant, process, and pipeline networks of the Company's business units. Project budgets can total more than $100 MM/year and are typically over 2 years in duration. These will be projects of extreme complexity, involving FERC regulatory processes and federal agency permitting.
Responsibilities: Accountable to integrate all functional groups into an overall project team. Accountable for the overall success of the assigned projects Facilitate the preparation, by appropriate functional groups, project execution plans to manage and control the execution of the project. Develop various project execution scenarios as required to support the business objectives of the project. Prepare a resource plan for each project. Identify project risks, mitigation measures, exposures and opportunities that may impact the success of the subject projects. Champion the company values throughout the project execution Champion the diligent adherence to the Six Phase Project Life Cycle control process on each project. Manage scope, cost, schedule and performance objectives for capital projects. Identify project risks, exposures and opportunities that may impact the success of the subject projects. Develop and maintain the Project Risk Register for each assigned project. Facilitates forums/ communication channels and the issuance of reports that reflect the status and health of the assigned projects to the appropriate Management groups. Serve as the focal point for project and service activities performed by the Project execution and non-technical support groups for both internal and external customers. Interact directly with outside agencies to coordinate the development, implementation, and completion of Engineering and Construction Department capital projects (includes FERC certification filings, technical responses to Agency requests and Agency project reporting). Responsible for the development, negotiation, and approval of agreements (includes construction and ownership agreements, line relocation agreements, reimbursement agreements, onshore/offshore tie-in agreements, offshore pipeline crossing agreements, and facility sales agreements). Prepare Lessons Learned after projects are completed. Develop and dissemination of the project budget to all functional groups within the team. Executing the project within this budget and ensuring the change management processes are implemented. ProDvide leadership to formulate strategies and make decisions regarding project execution, contractor selection, project scope, budget, and performance. Serving as the main contact for Engineering and Constructions internal and external customers--s/he will prepare complete project proposals, present and review these with the customer, and keep the customer adequately informed during the course of project execution. Reports to Manager of Projects. Will be expected to provide reports and presentations to Director of Projects and VP of Major Projects. Frequent interaction with the leadership of the following internal functional groups that support assigned projects, to ensure the project objectives are achieved: Safety, ROW, Environmental Permitting, Government Affairs, Community and Indigenous Engagement, Regulatory Affairs, Supply Chain Management, Business Development, Operations, Engineering, Construction Management. Will meet with external parties that are impacted by the project or will provide authorizations for the project. These include local municipalities, State and Federal agencies, Public Open Houses, and individual landowners. Indirect Reports: Up to 10 Engineering/Technical and Non-technical staff from functional groups that support the project
Requirements: Bachelor's degree in an engineering discipline preferred with a minimum of ten years of diversified project experience in the energy industry. Project experience in the role of Project Manager responsible/accountable for all project functions from inception to closeout. Project experience with the FERC process preferred. Predominantly an office environment. Significant travel required during key times during project (Permitting, Construction). Will require frequent travel to the project location during construction. #LI-AG3
