**Job Description**
As a Project Manager II, you will play a critical role in supporting program management, project teams, and stakeholders in managing projects from initiation to closure.
The Engineering, Science and Analysis (ESA) Strategic Capabilities Unit comprises the technical talent and organizational leadership that enables the successful delivery of high-impact discriminating technologies for our customers missions. **What You ll Do:**
+ Liaison and Coordination: Act as a liaison between program management, project management, project team, functional management, and the customer, as well as between PMO, Project team, and D31 functional management.
+ Project Planning and Monitoring: Plan, monitor, document, and communicate all aspects of the project (cost/schedule/scope) and report to the Project Team and executive leadership.
+ Stakeholder Relationship Management: Establish and maintain effective working relationships with key stakeholders, including vendors, project teams, PMO, and leadership.
+ Cost, Schedule, and Contract Management: Manage all aspects of cost, schedule, and contracts with programs, including:
+ Ownership of budget and schedule.
+ Held accountable by upper management to ensure earned value is accounted for from a schedule and cost perspective.
+ Managing vendors to ensure timely invoices are paid and recorded for record keeping.
+ Negotiating contract values and terms with vendors to drive cost savings and ensure compliance with company policies and procedures.
+ Vendor Relations and Contract Negotiation: Develop and maintain solid relationships with vendors, negotiate contract values and terms, and ensure compliance with contractual obligations.
+ Cross-Functional Team Management: Coordinate with cross-functional teams to track and drive customer action items to completion.
+ Financial and Charging Level Management: Track and status financial and charging levels to ensure tasks are completed on budget.
+ Program Scheduling: Coordinate task duration and report progress to ensure program schedules are supported.
+ Contractual Reviews: Coordinate agendas for contractual reviews, ensuring timely content preparation and delivery.
+ Program Staffing: Track program staffing needs and facilitate communication between stakeholders to ensure roles are filled with qualified staff.
+ Project Closure: Manage projects to closure and enable clear communication across program leadership
+ Maintain a regular and predictable work schedule.
+ Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
+ Perform other duties as necessary.
**On-Site Work Environment:** This position requires regular in-person engagement by working **on-site five days** each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
**Working Conditions:**
+ Work is performed in an office environment, laboratory, cleanroom, or production floor.
**Required Education, Experience, & Skills**
+ BS/BA in related field plus 8 or more years related experience.
+ Each higher-level degree, i.e., Master s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
+ Ability to collaborate with internal and customer stakeholders in engineering and program management.
+ Excellent organizational skills.
+ History of performance illustrating skills in being a self-starter, having excellent interpersonal and communication skills.
+ Desire to learn in a highly collaborative environment.
+ Superb presentation skills with experience presenting to senior decision-making and technical audiences.

A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.
**Pay Information**
Full-Time Salary Range: $116419 - $197912
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
