Project Manager
Job Description: Project Manager This consultant will provide structured project delivery governance of the process and system changes required to achieve compliance with SEC regulatory requirements effective December 31, 2026, and to enable Sponsored Repo activities in alignment with the applicable SEC compliance timeline. Responsibilities: 1. Basic Design & Development Management - Client Systems and OBS Integration Drive and govern requirements consolidation activities for Basic Design, ensuring traceability to applicable SEC regulatory requirements and internal business and control frameworks; coordinate, document, and manage approval of cross-entity design decisions (Client and OBS). Govern development execution against the baselined project plan; coordinate environment readiness, access credentials, and test data; enforce agreed quality gates, acceptance criteria, and Definition of Done. Deliverables: Approved integration specifications and data mapping documents, governance of integration test-script execution and results, and project governance and monthly status reporting. 2. Testing & Release Management (QA, UAT, Migration, GoLive) Govern and coordinate the planning and governance of QA and UAT activities, including review and approval of test plans and traceable test cases, as well as defect management governance and resolution tracking. Plan, coordinate, and manage migration and production release activities. Provide governance oversight of production cutover and coordinate postgolive stabilization activities. Deliverables: Approved test plans and traceable test cases, test results, go-live readiness and sign-off package, and project governance and monthly status reporting. Basic Qualifications: Bachelor's degree in Business, Finance, Information Technology, or a related field. A Master's degree or relevant certifications (such as PMP or PRINCE2) would be advantageous. Minimum of 5 years of experience in project management, particularly in financial services or banking environments, managing complex, multi-phase projects involving system integration and process changes. Minimum of 3 years managing projects related to regulatory compliance, preferably with familiarity with SEC regulations. Proficiency in both Japanese and English, with excellent communication skills in both languages to effectively coordinate with stakeholders and teams across different regions. Strong understanding of project management methodologies and best practices. Experience with requirements gathering, documentation, and ensuring traceability to business and regulatory requirements. Ability to oversee and coordinate testing, release management, and production go-live activities. Must be onsite at client in New York City, NY Preferred: Familiarity with Client Systems and other relevant financial systems (such as OBS) would be beneficial.
